A procurement contract specialist's job is to research suppliers, negotiate Information Technology contracts, and ensure that products meet agency standards. They also interpret and apply policies and regulations and prepare contracts and agreements. If this position aligns with your skills and career goals, consider taking on a key role in our team as the (Contract Specialist 3, Procurement and Contract Specialist 3, with the Office of Contracts and Procurement) for the Oregon Department of Human Services (ODHS).

About Office of Contracts and Procurement

The Office of Contracts and Procurement (OC&P) is a Shared Service and supports all offices of the Oregon Department of Human Services and the Oregon Health Authority by procuring supplies and services in the most cost-effective manner through innovative and responsible solutions. The Office of Contracts and Procurement (OC&P) provides statewide contractual and purchasing services to ODHS, Oregon Health Authority (OHA), and the Home Care Commission (HCC).

Summary of Duties

As a Contract Specialist 3, you will:

This position will negotiate and develop information technology (IT) solicitations, contracts, intergovernmental and grant agreements for ODHS, OHA and HCC that comply with all federal and state laws, Oregon Administrative Rules, agency policy and procedures, and other established criteria.

Contract Planning, Development and Negotiation: Develops complex IT contracts, intergovernmental agreements, grant agreements and amendments that reflect the programmatic intent of customers, includes measurable performance criteria, and ensures legal sufficiency. Ensures contracts and agreements are following federal and state laws, Oregon Administrative Rules, agency policies and procedures, and other established criteria.

Solicitation Planning and Development: Develops complex technology solicitation documents in conjunction with program staff, ensuring the scope of work, terms, conditions, and rules for participation meet procurement laws. Develops evaluation criteria in conjunction with program staff and facilitates the evaluation process.

Technical Assistance: Interact with stakeholders to identify needs and provide guidance, assists program staff in planning and developing solicitation, contracting, and agreement preparation for new programs, collaborates with OC&P training team to help develop trainings, presentations, and informational sessions to educate customers in Oregon on procurement, practices, laws, and rules.

Minimum Qualifications

  • Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations, OR
  • A bachelor’s degree and two years of professional-level procurement and contract experience related to the position, OR
  • Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.
  • Preference may be given to candidates who have an Oregon Procurement Basic Certification or higher, or a National Certification.

Essential Attributes

We are looking for candidates with:

  • Experience with public or private procurement business practices.
  • Experience in completing procurement activities for complex Information Technology contracts.
  • Experience developing solicitations and negotiating contracts.
  • Experience providing technical assistance interpreting and clarifying Oregon procurement statutes, rules and guidelines.
