Responsibilities

  • Coordinate the research, analysis, development, revision, and implementation of agency policies, procedures, administrative regulations, and operational guidance.
  • Analyze agency programs, operational processes, statistical data, financial information, and system functionality to identify deficiencies, trends, and opportunities for improvement.
  • Serve as the agency's subject matter expert by interpreting policies, procedures, statutes, regulations, and administrative requirements.
  • Draft and maintain policy manuals, procedural guidance, instructional materials, forms, administrative regulations, state plan content, contract scopes of work, and related documentation.
  • Monitor agency programs, provider contracts, reimbursement processes, instructional materials, and financial activities to ensure compliance with federal and state requirements.
  • Serve as liaison between agency leadership, program staff, state and federal agencies, service providers, and other stakeholders.

The Cabinetprovides education and training programs, employment and reemployment services, unemployment insurance, anddisability determination services to help Kentuckians gain skills, find work, and maintain economic stability.It partners with education providers, workforce boards, and employers to align training with labor marketneeds and oversees labor programs that promote fair and safe workplaces.

The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieveeconomic self-sufficiency and independence, and to contribute back to society. We also help businesses andemployers recruit, retain, and accommodate employees with disabilities.

We are seeking a Procedures Development Specialist II to provide expert assistance in the analysis of federaland state laws and regulations to determine the impact on agency programs.

Key Responsibilities:
  • Coordinate the research, analysis, development, revision, and implementation of agency policies, procedures,administrative regulations, and operational guidance. Evaluate federal and state laws, regulations, executivedirectives, and agency priorities to determine programmatic and fiscal impacts, recommend policy changes, andensure compliance with the Rehabilitation Act, Workforce Innovation and Opportunity Act (WIOA), and otherapplicable requirements.
  • Analyze agency programs, operational processes, statistical data, financial information, and systemfunctionality to identify deficiencies, trends, and opportunities for improvement. Conduct feasibility studiesand evaluate the impact of proposed policy or procedural changes. Recommend corrective actions to improveprogram effectiveness, operational efficiency, and regulatory compliance.
  • Serve as the agency's subject matter expert by interpreting policies, procedures, statutes, regulations, andadministrative requirements. Respond to complex inquiries from agency leadership, field staff, providers,partner agencies, and stakeholders through in-depth research and analysis. Prepare written guidance, policyinterpretations, and recommendations regarding program eligibility, service delivery, fiscal requirements, andoperational procedures.
  • Draft and maintain policy manuals, procedural guidance, instructional materials, forms, administrativeregulations, state plan content, contract scopes of work, and related documentation. Developimplementation strategies and training materials to ensure consistent application of new or revised policiesand procedures throughout the agency.
  • Monitor agency programs, provider contracts, reimbursement processes, instructional materials, and financialactivities to ensure compliance with federal and state requirements, agency policies, and programobjectives. Review technical and statistical reports, identify compliance concerns, and assist management inresolving programmatic and fiscal issues.
  • Serve as liaison between agency leadership, program staff, state and federal agencies, service providers,and other stakeholders to facilitate policy implementation and program administration. Participate instrategic planning, budget development, systems improvement initiatives, legislative analysis, and specialprojects designed to improve agency operations and service delivery.
  • Perform other duties as required.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.
