Job summary

GovCIO is seeking a Problem Manager / Technical Writer to support the U.S. Coast Guard's 24/7 Information Technology Operations Center (ITOC) in Alexandria, VA.

The role leads enterprise Problem Management, coordinates RCA development, and produces executive-level documentation. You will collaborate with cross-functional teams to identify root causes, document corrective actions, and generate MIRs, SITREPs, and AARs.

Qualifications

• DoD 8570 IAT Level II or higher requirement.
• 5+ years of IT operations, systems administration, network administration, service management, or technical writing.
• Experience coordinating Root Cause Analysis (RCA) activities.
• Experience developing technical documentation and executive-level reports.
• Strong understanding of IT infrastructure and ITSM processes.

Responsibilities

• Lead enterprise Problem Management processes for recurring and high-impact incidents.
• Coordinate development of RCA documentation after major incidents and validate inputs from multiple teams.
• Develop executive-level reports including MIRs, SITREPs, and AARs.
• Translate complex technical findings into concise, contract-compliant deliverables.
• Analyze performance metrics to develop dashboards and recurring reports for leadership.
• Support CSI initiatives with policies, templates, and knowledge articles.
• Partner with Major Incident Managers to transition incidents into Problem Management.
