Qualifications

• Bachelor’s degree or equivalent professional experience.
• At least 3 years of experience in labor compliance, payroll administration, or contract management.
• In-depth knowledge of prevailing wage requirements and labor compliance practices.

Responsibilities

• Administer and monitor prevailing wage compliance for projects subject to applicable wage requirements and the Davis-Bacon Act.
• Interpret and apply federal, state, and local wage requirements, including the Davis-Bacon Act and SCA.
• Review certified payroll reports for accuracy and compliance.
• Audit payroll records and labor classifications to identify discrepancies and corrections.
• Provide training and guidance to contractors, subcontractors, and internal staff.
• Maintain organized compliance records for audits and reporting.
• Coordinate with legal counsel and regulatory agencies as needed.
• Prepare and submit reports to funding agencies and oversight bodies.

Prevailing Wage & Labor Compliance Administrator

Location: Detroit, MI

Pay Rate: $70.00 per hour

Employment Type: Contract

Schedule: Monday–Friday | 40 hours per week

Work Arrangement: Hybrid — Tuesday, Wednesday, and Thursday onsite; two days remote

Travel: Occasional site visits or travel may be required

About the Opportunity

Our client is seeking an experienced Prevailing Wage & Labor Compliance Administrator to oversee wage compliance across assigned projects. This position manages wage determinations, reviews certified payroll reports, conducts compliance audits, and works with contractors, subcontractors, government agencies, and internal teams. The ideal candidate brings strong knowledge of prevailing wage requirements, union labor agreements, and fringe benefits, along with the ability to identify discrepancies and guide stakeholders through corrective actions.

Key Responsibilities

• Administer and monitor prevailing wage compliance for projects subject to applicable prevailing wage and apprenticeship requirements and the Davis-Bacon Act.
• Interpret and apply federal, state, and local prevailing wage requirements, including the Davis-Bacon Act and Service Contract Act.
• Review certified payroll reports for accuracy, completeness, and compliance.
• Audit payroll records and labor classifications to identify discrepancies and required corrections.
• Provide training and guidance to contractors, subcontractors, and internal staff.
• Maintain organized compliance records and supporting documentation for audits and reporting.
• Investigate wage complaints and work with stakeholders to resolve discrepancies.
• Coordinate with legal counsel and regulatory agencies as needed.
• Prepare and submit reports to funding agencies and oversight bodies.
• Monitor changes in labor requirements and wage determinations.
• Manage compliance activities across multiple projects and reporting deadlines.

Required Qualifications

• Bachelor’s degree in Public Administration, Human Resources, Business, or a related field, or equivalent professional experience.
• At least three years of experience in labor compliance, payroll administration, and/or contract management.
• In-depth knowledge of prevailing wage requirements and labor compliance practices.
• Experience with contract management involving organized labor agreements, union labor, and fringe benefits.
• Strong analytical, problem-solving, and organizational skills.
• Excellent communication skills and the ability to explain requirements to diverse stakeholders.
• Proficiency with Microsoft Office and payroll or compliance software.
• Strong attention to detail and the ability to manage competing deadlines.

Preferred Qualifications

• Experience supporting public works projects or government contracts.
• MBA or another master’s degree.
• Certified Payroll Professional (CPP) or a similar credential.
• Experience using LCPtracker, Elation Systems, or comparable compliance platforms.

Additional Details

This role is primarily office-based, with occasional site visits or travel. Extended hours may be needed during peak reporting periods or audits.
