Job summary

Flatter, Inc. is seeking a Business Analyst to support the Executive Sponsor for PMO, reporting, and analytics within USDA Rural Development Loan Servicing programs in the Washington, DC Metro area.

You will monitor contract performance, analyze data, and prepare dashboards and executive briefs for leadership and USDA stakeholders. The role emphasizes data-driven decision making, KPI tracking, and collaboration with Operations, Training, QA, and IT to identify risks and improvement

Qualifications

• Bachelor’s degree in Business, Public Administration, Finance, or related field preferred.
• 3–5 years of experience in program analysis, business analysis, or PMO support at federal government contracts preferred.
• Experience supporting call center operations, financial services, mortgage servicing, or government loan programs preferred.
• Strong analytical skills with experience interpreting operational and performance data.
• Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word) and experience with reporting tools and data visualization platforms.
• Experience tracking KPIs, SLAs, risk registers, and performance metrics within a PMO environment.
• Familiarity with federal contract reporting requirements and compliance standards.
• Strong written and verbal communication skills to brief leadership and stakeholders.

Responsibilities

• Monitor contract performance, SLAs, and KPIs related to loan servicing operations.
• Collect, analyze, and report operational data (call volume, backlog, productivity).
• Develop dashboards, program reports, and executive briefings for leadership and USDA stakeholders.
• Track deliverables, milestones, and action items for timely contract execution.
• Coordinate with Operations, Training, QA, and IT to identify risks and improvement opportunities.
• Support audit readiness by maintaining docs and tracking corrective actions.
• Assist workforce planning with staffing trends and workload distribution.
• Conduct root cause analysis and provide data-driven recommendations to leadership.
• Maintain configuration control of SOPs and reporting templates.
• Support transition planning, surge analyses, and PMO initiatives.
• Operate within ISO 9001:2015 and ISO 27001:2022 systems where applicable.
