Job summary

City of New York’s Department of Buildings seeks a Plan Examiner for the Sidewalk Shed and Construction Progress Monitoring Unit. You will review plans and construction documents for the repair of buildings under the DOB jurisdiction, ensuring compliance with NYC Construction Codes and preparing objections and permit recommendations with an emphasis on safety and code adherence.

Qualifications

• Possession of NYS PE license or Architect registration with four years of full-time experience in architecture, civil engineering, or mechanical engineering in building design or equipment systems design; two years must be in building design or equipment systems design.
• Or possession of NYS PE license or Architect registration with a master’s degree or higher in civil/mechanical engineering or a five-year Bachelor/Master of Architecture and three years of full-time related experience; two years in building design or equipment systems design.

Responsibilities

• Examine and review plans, designs, specifications, and construction documents for building repairs to note compliance with NYC Construction Codes.
• Review Façade Inspection & Safety Program (FISP) compliance reports and other local filings in DOB NOW Safety for audit reviews.
• Prepare a list of objections per Construction Code and related rules for legality of proposed building repair.
• Request inspections to be conducted by DOB inspectorial staff in DOB NOW Build.
• Meet with owners, Registered Design Professionals (RDPs), and licensed General Contractors to review project status and compliance with codes and enforcement initiatives.
• Prepare reports on LL 51 of 2025 extension requests, as needed.
• Perform fieldwork to determine structural stability and safety on site.
• Represent the Department as expert witness in legal proceedings and related matters as needed.
• Issue violations and Commissioner orders to owners and RDPs.
• Maintain service levels and backlog as directed by the Chief Plan Examiner.
• Support cross-training, incident response, and project management within Engineering Services.

Education

New York State Professional Engineer license or Architect registration

Master's degree or five-year B.Arch/M.Arch from an accredited college and three years of related experience
