Job summary

Winter Growth, Inc. is seeking an experienced HR Manager to lead our human resources functions and support our mission of providing quality services to individuals and families we serve.

The role reports to the Executive Director and drives recruitment, employee relations, benefits administration, workforce development, and regulatory compliance. The HR Manager will partner with organizational leadership to strengthen employee engagement and foster a positive, accountable workplace culture

Qualifications

• Minimum of 7 years of HR experience in a relevant setting.
• Bachelor’s Degree in HR, business administration, or related field.
• Certified Professional (PHR/SPHR/CPP) preferred.
• Strong knowledge of federal, state, and local labor laws (COMAR).

Responsibilities

• Develop and implement HR policies, procedures, programs, and workforce strategies.
• Oversee recruitment, onboarding, and employment documentation.
• Advise leadership on performance, investigations, discipline, and conflict resolution.
• Oversee benefits administration, open enrollment, payroll review, and benefits records.
• Ensure compliance with employment laws including ACA requirements and maintain confidential records.
• Coordinate mandatory training, certifications, and employee development.
• Support occupational health and safety compliance and reporting.
• Promote employee engagement, retention, and alignment with mission.
