Payroll Manager

FLSA Status : Non-Exempt

Reports To: Chief Financial Officer

Supervises: None

Employment Terms: 12-Month Full-time Position (260 Contracted Days)

Grade: 14

Position Summary

Performs skilled technical work preparing, maintaining and processing payroll and related records and files, and related work as apparent or assigned. Job duties include a variety of complex computations, both manual and systematic, as it relates to proper calculation of wages, overtime, supplemental pay, and voluntary and involuntary deductions. Researches, resolves and communicates payroll issues accurately and efficiently, in writing as well as orally. Exports timekeeping records for payment. Maintains direct deposit and tax related records. Reconciles and requests remittances for vendor payments associated with payroll withholding. Provides training to clerical staff as appropriate. Work is performed under the limited supervision of the Chief Financial Officer.

Essential Functions
  • Primarily responsible for day-to-day payroll functions to ensure the accurate and timely completion of the payroll function in accordance with IRS, DOL, and School Board policies and procedures.
  • Verifies and enters additional hours, timesheets, miscellaneous pay, garnishments, child support, tax liens, bankruptcy deductions, tax withholdings, worker’s compensation adjustments, etc.
  • Imports/Exports data into/out of financial system for payroll processing
  • Prepares and uploads direct deposits and all applicable tax filings electronically, processes checks for benefits and deductions, and mails checks as necessary.
  • Prepares and reviews quarterly tax filings.
  • Prepares a variety of spreadsheets used for payroll verification.
  • Responds to inquiries and resolves complaints regarding payroll and deductions; ensures compliance with established policies, procedures, and regulations related to payroll processing.
  • Communicates with local, state and federal agencies related to garnishments and tax liens; prepares, maintains and generates a variety of required reports, forms and spreadsheets; tracks payments.
  • Completes wage and employment verifications.
  • Prints and mails accounts payable checks
  • Prepares financial, statistical reports on a periodic basis in a variety of formats; provides updates on project statuses, compiles and analyzes data from a variety of sources and reports, including spreadsheets.
  • Operates computer, calculator, data processing and other standard office equipment needed to maintain financial and related records.
  • Performs other related duties as assigned by the Chief Financial Officer or appropriate administrator.
Knowledge, Skills and Abilities
  • Ability to maintain complex financial records, prepare reports and statements, perform quick and accurate mathematical calculations, and post accounts efficiently and accurately.
  • General knowledge of the school payroll system and benefit program administration.
  • General knowledge of payroll tax withholding laws, programs, legal requirements for court ordered deductions, including but not limited to child support, garnishments, and bankruptcy is beneficial.
  • General knowledge of bookkeeping terminology and methods;
  • General knowledge of accounting theory and principles, and their application to the accounting transactions of the area assigned.
  • General knowledge of standard office procedures, practices, and equipment.
  • Skill in the use of computer equipment and related software applications systems(such as a timekeeping software, Microsoft Office Suite or Google Workspace), hardware and peripheral equipment.
  • Ability to make decisions and solve problems using sound, inclusive reasoning and judgment.
  • Ability to follow detailed and written instructions.
  • Ability to prepare financial records and reports.
  • Ability to establish and maintain effective working relationships with associates.
  • Proficiency in written and oral communication.
Qualifications, Education and Experience
  • High school diploma or GED with coursework in accounting, or a related field.
  • Moderate experience involving processing and maintaining payroll and financial records, or an equivalent combination of education and experience.
  • Such alternatives to the above qualifications as the School Board may find appropriate and acceptable.
Physical Requirements
  • This work is sedentary and requires little to no exertion of force.
  • Work regularly requires sitting, using hands to finger, handle or feel and repetitive motions, frequently requires speaking or hearing and occasionally requires standing, walking and lifting.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data.
  • Work has no exposure to environmental conditions.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
  • Position may require the operation of division-owned/leased motor vehicles; therefore, the incumbent’s driving record will be subject to periodic review and must be acceptable in accordance with the provisions of the Dinwiddie County School Board’s policy manual.
