Job summary

Tiburcio Vasquez Health Center, Inc. in Hayward, CA is seeking an experienced Human Resources Associate to manage bi-weekly payroll, benefits administration, and HR recordkeeping in a compliance-minded environment.

The role requires at least three years of payroll experience, strong Excel skills, and familiarity with Paylocity and HRIS timekeeping systems. You will support open enrollment, audits, and employee inquiries while ensuring confidentiality.

Qualifications

• Bachelor’s degree in HR, Accounting, Business Administration or related field, or equivalent relevant work experience.
• Minimum three (3) years of payroll processing experience.
• Hands-on experience with employee benefits administration, including enrollment and ongoing benefits support.
• Experience with payroll and HRIS platforms and timekeeping systems.
• Strong Microsoft Excel and Paylocity experience preferred.
• Union payroll experience preferred.
• Working knowledge of California wage and hour laws, payroll taxes, ACA, and COBRA regulations strongly preferred.
• Payroll certification such as FPC or CPP preferred.
• Strong attention to detail and accuracy in payroll processing and recordkeeping.
• Ability to maintain confidentiality and exercise sound judgment with sensitive employee information.

Responsibilities

• Process bi-weekly and off-cycle payroll end-to-end, including timecard review and payroll register audits.
• Review timecards for missed punches, rest breaks, double time and corrections; send deadlines reminders.
• Enter payroll adjustments such as retro pay, bonuses, allowances, and PTO payouts.
• Maintain payroll records aligned with PANs and seniority-based step increases.
• Process wage garnishments and levies; set up time-off accruals for new hires.
• Submit post-payroll remittances and reporting for union dues, pension, 403(b), FSA, workers’ comp, and related reports.
• Review quarterly payroll tax reports and support year-end W-2 processing.
• Coordinate annual open enrollment and ACA reporting; handle enrollments and adjacencies.
• Answer employee questions regarding eligibility, coverage, and HRA claims.
