General Statement of Duties

Provides diverse and complex support to City of Eugene Public Works Maintenance (PWM) Division’s work sections and division management supporting stormwater service programs; responsible for researching, evaluating, and making recommendations on technical issues, maintenance practices, policies, and procedures related to regulatory requirements; program development and implementation; organizational initiatives and performance.

DEPENDING UPON THE KNOWLEDGE, SKILLS, AND ABILITIES POSSESSED BY THE SUCCESSFUL APPLICANT, THIS POSITION MAY BE FILLED AS EITHER A MANAGEMENT ANALYST 1 OR MANAGEMENT ANALYST 2.

Salary Range:

Management Analyst 1: $46,883 - $58,406 / Annually

Management Analyst 2: $51,147 - $63,689 / Annually

Examples of Duties Performed - Duties may include but are not limited to the following

Plans and conducts analytical studies of major operational issues and programs in the Maintenance Division’s stormwater program; analyzes stormwater maintenance and operational efficiencies; recommends options or solutions for improvements and coordinates implementation.

Reviews stormwater regulatory permits and best management practices and procedures; enhances existing, or develops new, programs to meet the requirements or expected outcomes.

Supports existing stormwater programs through analysis and research; identifies goals and objectives, manages project time lines, analyzes findings, and prepares reports and recommendations.

May direct and supervise other Division staff on specific special projects or activities.

Performs administrative duties such as record keeping, research, responding to citizens, other agencies, and staff regarding stormwater programs; prepares and updates manuals, procedures, and permits.

Works with maintenance supervisor on operational performance measures; performs assessment for various stormwater programs and activities; identifies issues and makes suggestions for program improvements; participates in development of the section and Division workplans; may monitor implementation of goals and objectives for assigned programs and projects; may review and evaluate work products, methods, and procedures.

Prepares regulatory and section/Division reports (e.g. NPDES stormwater permit, TMDL permit, Best Maintenance Practices, and section monthly / yearly reports).

Represents the Division on stormwater policy issues at meetings and conferences; participates in the Surface & Subsurface Operation Section supervisor’s meetings, as required; coordinates with Parks & Open Space (POS) Division on open channel maintenance issues, as needed.

May be assigned an Acting-in-Capacity (AIC) position in the event supervisor/manager is absent.

Supports and respects diversity in the workplace.

Performs other related duties as assigned.

Qualifications

Knowledge of:

Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs related to stormwater operations and maintenance.

Local, State, and Federal regulations as they apply to stormwater conveyance and water quality systems.

Hydrology/hydraulics concepts of stormwater related issues.

Common procedures for budget evaluation, estimation, and preparation.

Research methods, techniques, and procedures.

General mathematical and statistical methods of data analysis.

Common computer software for word processing, spreadsheet, and database development.

Ability To:

Perform program need assessments; evaluate and prioritize needs.

Analyze problems, identify alternative solutions, project consequences of proposed actions, and successfully implement recommendations in support of goals responsive to required timelines.

Apply local, State, and Federal regulation to the permit, monitoring, and enforcement functions in carrying out duties of stormwater program responsibilities.

Comprehend technical literature related to stormwater management; review, interpret, and analyze technical material/documents.

Evaluate and develop improvements in operations, procedures, policies, or methods.

Model behaviors demonstrating professionalism, enthusiasm for, and commitment to, the Division and work place diversity.

Direct and supervise staff on specific projects and assignments; prepare a work plan and coordinate work of a project team; plan and manage multiple work program items simultaneously.

Gain cooperation through discussion and persuasion.

Establish and collect metric data, maintain records; communicate effectively in writing and prepare technical reports, memorandums, and support documents.

Communicate well verbally and utilize effective presentation skills in addressing governing bodies, regulatory agencies, business representatives, peers, and other stakeholders.

Productively work independently with minimal supervision.

Learn operations, policies, and procedures of the Surface & Subsurface Operation Sections.

Read, interpret, and modify maps to match field conditions with a general understanding of GIS data base systems and infrastructure assessment management techniques.

Effectively implement time management skills.

Work positively and effectively in a team environment.

MINIMUM REQUIREMENTS

Education

Bachelor’s degree with major course work in engineering, hydrology, hydraulics, environmental science, statistics, computer programming, or closely related field(s).

License

A valid Oregon driver’s license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

MANAGEMENT ANALYST 1

Experience

Some professional experience that complements education in engineering, hydrology, hydraulics, environmental science, or statistics with accomplished achievements with program development/implementation related to public infrastructure, permit/regulatory processes, and or project/program management.

MANAGEMENT ANALYST 2

Experience

Two years of professional experience that complements education in engineering, hydrology, hydraulics, environmental science, or statistics with accomplished achievements with program development/implementation related to public infrastructure, permit/regulatory processes, and or project/program management.

Other combinations of experience and education that meet the minimum requirements may be substituted.

Relevant professional level experience may be substituted for educational requirements on a year for year basis.

Relevant high-level or complex administrative support and/or paraprofessional experience may be substituted for the required years of educational training on a two for one year basis.

MANAGEMENT ANALYST 1 & 2

Supplemental Information

In addition to the salary listed above, upon eligibility, the City will contribute the employee contribution of 6% and the employer contribution to a retirement program administered by the Oregon Public Employees' Retirement System (PERS). Additionally, for non-represented employees who defer a minimum of 3% of their base salary into the City’s deferred compensation plan, the City will reimburse them 2% of their salary through a Deferred Compensation Benefit added to salary.

Selection ProcessApplicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment. Applicants selected to continue in the process will be notified within two-three weeks after the posting deadline.

Salary And Benefits

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit. The City provides a full range of benefits, including holidays, vacation, sick leave, retirement benefits, deferred compensation, physical examination, life insurance, and long-term disability. Please describe your experience working with stormwater collection/treatment systems including pertinent design, construction, inspection, program management, and/or operations and maintenance experiences. Highlight your knowledge base related to capacities of piped conveyance systems, flood control, water quality features, and natural resources systems.
