Job description

POSITION PURPOSE

Under the general supervision of the Director, the Registrar is responsible for the timely and accurate scheduling, insurance eligibility verification, referrals and authorizations, patient registration, point of service collection, transfer, and discharge of all hospital patients. Serves as the first point of contact for providers and patients, via phone and in person. Ensures the accuracy of demographic and financial data, proper handoff of documents and orders to clinical departments, and promotes patient safety by arm banding every patient (Red Rules) at every contact point before completing registration. These duties, performed according to established policies and procedures, aim to provide a positive experience for patients and providers and support the revenue cycle's success.

ESSENTIAL JOB FUNCTIONS

  1. Complete registration and scheduling following established protocols, ensuring the integrity of the patient’s clinical record, including demographic details of patients, insurance subscribers, guarantors, and physicians.
  2. Maintain standards for customer service, registration accuracy, productivity, and upfront collection goals. Review registrations daily for quality assurance and correct errors before the end of the day.
  3. Review scheduled appointment logs three days in advance to verify insurance documentation, eligibility, referrals, authorizations, and notify patients of any due portions. Reschedule if necessary within 24 hours.
  4. Promote a safety culture through proper identification, reporting, documentation, and prevention of medical errors, including arm banding patients before registration completion.
  5. Follow check-in procedures to electronically timestamp patient arrival and departure times, adhering to EMTALA regulations, especially in the Emergency Room, including registration of ER OB patients.
  6. Assist patients with registering for and using the Patient Portal to ensure compliance with Meaningful Use standards.
  7. Document thoroughly and accurately. Flag accounts for collections, incorrect demographics, or other critical issues as needed.
  8. Use payer websites and eligibility interfaces to verify benefits, assign insurance plans correctly, and perform pre-certifications/authorizations at the point of service, communicating all procedures to payers.
  9. Discuss Coordination of Benefits with patients, confirm primary payers, record payers accurately, and document COB reviews, including Medicare Secondary Payer questionnaires.
  10. Explain registration forms to patients, ensuring understanding, and obtain signatures in compliance with regulations.
  11. Conduct Medical Necessity screening as required by Medicare for outpatient diagnostics, and communicate results via ABN forms when services are not medically necessary.
  12. Calculate patient costs and perform point-of-service collections, including co-pays and past due balances, at check-in, with remaining collections at discharge.
  13. Maintain cash drawer and participate in daily reconciliation and deposits as assigned.
  14. Adhere to the hospital's Legal Compliance Code of Conduct.
  15. Maintain a safe work environment, report safety concerns, and ensure patient confidentiality and proper handling of PHI.
  16. Perform other duties as assigned.

LATITUDE, CONTACTS/INTERACTIONS

Participate in interdisciplinary care and service delivery, mainly interacting with hospital staff, medical staff, patients, and visitors.

QUALIFICATIONS

Education: High school diploma or GED required.

Experience: Prior hospital or physician practice experience preferred.

Required Skills: Excellent computer, communication, and customer service skills.

PHYSICAL DEMANDS AND WORKING CONDITIONS

Frequent: sitting and reaching. Occasional: standing, walking, lifting, carrying, and pushing. Visual and hearing acuity required. Work environment is indoors with good ventilation and temperature control. Possible exposure to chemicals, communicable diseases, and blood-borne pathogens.
