Job summary

Health & Human Services Commission in Texas is seeking a Contract Administration Manager I for part-time procurement and grant contracting oversight. Qualifications

• 3 years’ experience with procurement practices, statutes, rules and regulations.
• Knowledge of Federal and state grant laws and regulations.
• Experience drafting statements of work (SOW) and procurement documents.
• Ability to interpret statutes, state and federal rules and regulations.

Responsibilities

• Develops, revises, and implements procurement and grant solicitation documents and timelines.
• Maintains standardized SOW templates, procedures, and writing standards for HHSC staff.
• Develops standardized approaches for drafting common SOW components and acceptance criteria.
• Delivers training on SOW development and related guidance to staff.
• Coordinates with legal, procurement, and program staff to identify needs and monitor effectiveness.
• Reviews drafts of laws, rules, and regulations affecting agency operations.
