Job summary

Health and Human Services Commission (HHSC) seeks a Contract Administration Manager I to lead procurement and grant-related work products for HHSC programs. The role emphasizes developing and finalizing solicitation documents, grants, and related policies with minimal supervision.

Part-time position based in Austin, TX. Candidates should have CTCD/CTCM certifications or be willing to obtain them within six months, with strong drafting and legal/compliance skills to support complex procurement

Qualifications

• 3 years’ experience with procurement practices, statutes, rules and regulations.
• Experience with federal/state procurement and grants management preferred.
• Ability to develop and review procurement documents, templates, and SOWs.

Responsibilities

• Develop procurement and grant solicitation documents and timelines to ensure policy compliance.
• Standardize SOW components, templates, and technical writing guidance for HHSC staff.
• Draft and deliver training on effective SOW development and procurement practices.
• Coordinate with legal, program staff, and procurement to resolve issues and monitor effectiveness.
• Review laws, rules, and regulations affecting agency operations and assist with legislative implementation.
