Job summary

Texas Health and Human Services Commission (HHSC) is seeking a Contract Specialist III for IT procurement to manage end-to-end IT contract lifecycle, from award through closeout. You will monitor contractor performance, coordinate risk assessments, and maintain contract records across designated systems with input from leadership.

Role requires interpretation of regulations, strong documentation skills, and effective communication with stakeholders.

Qualifications

• One year of contract, procurement or invoice experience is required.
• Certified Texas Contract Manager certification or willingness to obtain within 12 months.
• Experience interpreting regulations, policies and procedures is preferred.

Responsibilities

• Contract Oversight & Life-cycle Management from award to closeout; track milestones and expenditures.
• Maintain audit-ready contract records across systems like SCOR and CAPPS Financials.
• Identify and monitor contract risks; escalate issues and apply mitigations as needed.
• Lead post-award meetings and communicate requirements to internal/external stakeholders.
