Department Summary The Parking Field Operations Manager oversees all campus parking enforcement and compliance operations, including parking citations, towing, booting, and vehicle relocation. The position also manages maintenance, inspection, and documentation of parking and road closure related field equipment and stats documentation to ensure safe, reliable, and efficient operations. The manager serves as a front-line ambassador for parking compliance and customer service while supporting field equipment needs for service programs and special events.

Position Responsibilities
  • Oversee campus parking enforcement & compliance operations, including issuing and managing parking citations, towing, booting, and relocating vehicles in accordance with campus policies and safety regulations.
  • Supervise up to 20 student enforcement officers and two FTE AFSCME 1699 field ambassadors responsible for citation issuance and enforcement activities. Schedule and oversee work assignments. Conduct employee/labor relations matters as necessary in alignment with university policy & contractual requirements and proactively works to diffuse potential conflict before it begins.
  • Serve as a visible, front-line ambassador promoting parking compliance, service awareness, and conflict resolution. Ensure compliance with state, federal, and local parking & ADA regulations.
  • Monitor enforcement metrics and KPI’s to optimize patrol routes and resource allocation, measure field effectiveness, and identify areas for improvement focused on proactive rather than reactive parking management strategies.
  • Manage maintenance, setup, and tear-down of field service equipment, including VMS boards, road closure devices, signage, electric vehicle charging stations, and digital pay stations.
  • Conduct and document PCI inspections for all field equipment to ensure operational readiness, safety, and compliance with financial & regulatory standards.
  • Coordinate equipment deployment and retrieval to support parking reservations, special events, and operational needs.
  • Oversee preventive maintenance, repair schedules, and proper documentation of all field equipment.
  • Oversee road closure processes in accordance with safety, Manual on Uniform Traffic Control Devices (MUTCD) and regulatory standards.
  • Create and execute maintenance plans for parking lot striping and curb markings, supervise field work for lot painting and general maintenance activities.
  • Conduct in-field lot audits and facility utilization data collection efforts.
  • Conduct and document pavement assessment condition indexing, parking signage and facility layouts & inspections for parking & equipment assets.
  • Oversee integration of new enforcement technologies with existing parking management infrastructure. Remain current with emerging parking enforcement technologies and industry best practices to optimize service.
  • Hire, train, and evaluate field ambassadors and student enforcement officers.
  • Serves as the primary point of contact for after-hours support/resolution for assigned programs.
  • Displays leadership that results in teamwork, customer focus, innovation and continuous process improvement within their organization. Serves as a liaison for Transportation & Parking Services operations, representing the unit in a professional and customer‑centric manner.
  • Assists with documentation of standard operating procedures, preventative maintenance schedules, departmental guidelines, professional development and training, and safety/emergency procedures for operations activities & personnel in compliance with university, bargaining unit, and state/federal regulations.
  • Maintains operational inventories.
  • Collaborates with senior leadership team and provides recommendations for leveraging data to optimize service offerings and programs. Assist with development of capital asset plans, and parking operational strategies. Supports special projects and initiatives for unit and RFP’s for parking technology as assigned.
  • Provides coordination support for major event operations utilizing parking resources. Provides support and assist with departmental functions as needed. Performs other misc. duties as assigned.
  • Works to resolve complex service issues & ensure operational efficiency and high levels of customer service with minimal impact to business operations and service functions.

Position Profile Monitors campus transportation and parking activities and compliance with established policies. Responsible for overseeing permit parking, parking enforcement, event transportation, business transportation, campus transit service, safety and training, and facility and operations maintenance.

Level Summary Supervises a team and ensures effective work activities within work unit. Has input on personnel actions for direct reports. Primarily focused on supervision, but may still engage in operational tasks similar to the direct reports’ roles. Accountable for the productivity and effectiveness of the team or department, ensuring goals are met. Supervisory Responsibilities Manages a small team. Directly oversees at least 2.0 FTE employees. Has authority to manage performance and assign duties. May have authority to hire, transfer, suspend, promote, discharge, reward, and discipline employees. Fiscal Responsibilities Responsible for managing a small budget or part of a larger budget. Problem Solving Solves interpersonal team issues and develops solutions for team‑related problems. Seeks guidance from higher‑level management on complex problems. Independence of Action Has discretion in decision‑making but reports to higher‑level management. Communication and Collaboration Collaborates with higher‑level manager(s) and other teams, ensures team alignment with organizational goals.

Physical Requirements Requires a range of physical activities. Positions may require driving, standing, walking through parking facilities, and/or ascending stairs or ramps.

Minimum Qualifications Requires a Bachelor’s degree in a related field, 3 or more years of related professional experience, and 1 or more years of supervisory experience, or equivalent education and experience. Certain positions may require Commercial Driver’s License (CDL).

Must possess a valid Driver’s License.

Must possess or be able to obtain an underground storage tank (UST) class C Operator Certification with 30 days of employment (training provided).

Preferred Qualifications
  • Strong oral and written communications and must have proficient knowledge in Microsoft Office and technology.
  • Ability to work under pressure managing multiple service priorities, strong interpersonal, organizational and teamwork skills.
  • Experience with parking management technologies.
  • Complex understanding of parking compliance and ADA parking requirements within 120 days of employment.
Department Transportation & Parking Pay Rate

The target salary range is $44,592 to $59,085 commensurate with the selected candidate’s education and experience while considering internal equity.
