The company offers comprehensive services including program management, construction management, inspection, and project controls. PSE also provides pipeline engineering, civil design, cost estimating, utilities coordination and permitting, as well as document management. With an integrated approach across these disciplines, PSE helps clients successfully plan, execute, and complete complex infrastructure and capital projects.

Role Description

The Owner’s Representative is a full-time, on-site role based in the Greater Chicago Area, serving as the primary liaison between the project Owner and all project stakeholders. This position oversees day-to-day project activities, including coordinating with design and construction teams, reviewing schedules and budgets, and monitoring compliance with contract requirements and quality standards. The role involves attending and leading project meetings, preparing progress reports, tracking issues and risks, and supporting resolution of field and coordination challenges. The Owner’s Representative reviews plans, specifications, change orders, and payment applications, ensuring alignment with the Owner’s objectives and applicable regulations. This role also supports permitting, utility coordination, and stakeholder communication to keep projects on schedule and within scope.

Qualifications

• Experience in program and construction management, including oversight of capital improvement projects and coordination with Owner agencies.


• Knowledge of civil engineering and pipeline projects, with familiarity in civil design, cost estimating, and project controls.


• Ability to manage field activities such as inspection, utilities coordination, ROW/easement support, and permitting processes.


• Strong skills in document management, contract administration, and review of technical plans, specifications, and reports.


• Excellent communication, negotiation, and stakeholder management abilities, with experience leading project meetings and resolving issues.


• Proficiency with project management tools and standard office software; ability to interpret schedules and budgets.


• Bachelor’s degree in engineering, construction management, or a related field; relevant professional certifications (e.g., PE, PMP, CCM) are a plus.


• Prior experience working on infrastructure or utility projects in the Greater Chicago Area or similar environments is beneficial.
