Qualifications

  • Degree in Civil Engineering or Construction Management preferred.
  • Minimum 7–10 years of civil inspection on large industrial projects.
  • 3–5 years on power, energy, petrochemical or LNG projects preferred.
  • Owner's Representative experience strongly preferred.

Responsibilities

  • Represent the owner during all civil construction activities.
  • Monitor contractor performance for compliance with specs, drawings, schedules and quality.
  • Verify activities per IFC drawings and contract requirements.
  • Observe daily work and identify deviations from requirements.
  • Ensure compliance with building codes and industry standards.

Project: Combined Cycle Gas Turbine (CCGT) Power Plant Construction

Position Summary

The Owner's Representative Civil Inspector is responsible for monitoring, inspecting, and

documenting all civil and structural construction activities on behalf of the project owner to

ensure compliance with project specifications, engineering drawings, applicable codes, quality

standards, and safety requirements.

The inspector serves as the owner's field representative,

verifying that construction is performed in accordance with contract requirements while

protecting the owner's interests throughout the project lifecycle.

This position works closely with EPC contractors, subcontractors, engineering teams,

commissioning personnel, and the owner's project management team to ensure high-quality

execution of all civil works.

Key Responsibilities
Construction Oversight
  • Represent the owner during all civil construction activities.
  • Monitor contractor performance for compliance with project specifications, drawings,

schedules, and quality requirements.

  • Verify construction activities are completed according to approved IFC (Issued for

Construction) drawings.

  • Observe daily work activities and identify deviations from project requirements.
  • Ensure construction practices meet applicable building codes and industry standards.
Inspect and document
  • Site preparation and grading

  • Foundations and spread footings
  • Deep foundations and drilled piers (if applicable)
  • Reinforced concrete placement
  • Anchor bolt installation and verification
  • Structural concrete for turbine, HRSG, transformer, and equipment foundations

Quality Assurance
  • Verify materials comply with approved submittals and specifications.
  • Review inspection and test plans (ITPs).
  • Witness field testing including:
  • o Soil density testing
  • o Air content
  • o Reinforcing steel inspections
  • o Anchor bolt surveys
  • o Survey control verification
  • Verify contractor quality documentation.
  • Track punch list items through completion.
Documentation
  • Prepare detailed daily inspection reports.
  • Maintain photographic documentation of construction progress.
  • Review contractor inspection records.
  • Participate in turnover documentation.
  • Assist with preparation of project completion reports.
Coordination
  • Attend daily construction meetings.
  • Participate in weekly owner meetings.
  • Coordinate with:
  • o EPC construction management
  • o QA/QC personnel
  • o Safety representatives
  • o Environmental compliance personnel
  • o Commissioning team
  • Provide timely communication of field issues to the Owner's Project Manager.
Safety
  • Promote a strong safety culture.
  • Observe contractor compliance with project safety requirements.
  • Report unsafe conditions immediately.
  • Participate in safety observations and site walkthroughs.
  • Ensure inspections are conducted safely and in accordance with site procedures.
  • Document field observations.
  • Review Requests for Information (RFIs) affecting civil work.
  • Support evaluation of field changes.
  • Verify corrective actions are completed.
  • Assist with resolution of construction quality issues.
Required Qualifications
  • Associate's or Bachelor's degree in Civil Engineering, Construction Management, or

related field preferred.

  • High school diploma or equivalent with significant relevant experience considered.
  • Minimum 7–10 years of civil inspection experience on large industrial construction

projects.

  • Minimum 3–5 years of experience on power generation, energy, petrochemical, refinery,

LNG, or heavy industrial projects.

  • Experience working as an Owner's Representative is strongly preferred.

  • Certified Welding Inspector (CWI) (preferred but not required)
