Qualifications

• Knowledge of the public procurement process and cycle including federal, state, and local laws and regulations.
• Knowledge of Clerk’s purchasing policies, budget, systems and operations.
• Excellent verbal and written communication skills to interact with suppliers and internal stakeholders.
• Strong negotiation abilities to secure best prices and terms from suppliers.
• Ability to interpret and apply administrative policies and rules.
• Proficiency in analyzing data and market trends.

Responsibilities

• Identify, research, and evaluate potential suppliers based on price, quality, and delivery capabilities; negotiate favorable terms.
• Oversee the procurement management process: write/modify specs, prepare bids, manage contracts for best value.
• Prepare invitations for bids, evaluate proposals, and award or recommend contracts.
• Process purchasing orders and track deliveries.
• Ensure goods are received per specifications and address shipment issues.
• Analyze market trends and pricing to optimize procurement strategies.
• Collaborate with internal stakeholders to understand supply needs and ensure timely delivery.
• Perform other duties as assigned.
