Job summary

Pinellas County Government is seeking a full-time Procure-to-Pay Specialist to support the Construction & Property Management Department in Clearwater, FL. The role is on-site with no remote option.

The incumbent will manage the complete procure-to-pay cycle, including purchasing, change orders, POs, and PCard transactions, while ensuring compliance with county policies and audits. Strong collaboration with vendors and internal teams is essential.

Qualifications

• Four (4) years of experience in accounting techniques, purchasing, and/or procure to pay processes or an Associate’s Degree with two years of related experience.
• Knowledge of purchasing and governmental accounting, budgets, and standards.
• Experience with procurement software and audit trails is preferred.

Responsibilities

• Process purchase requisitions and encumbrance releases for CPM operations.
• Process change orders and maintain purchase orders through their lifecycle.
• Perform year-end PO review, closeout, and reconciliation of balances and invoices.
• Manage Board Purchasing Card and Credit Card programs.
• Provide Oracle EBS procure-to-pay training and be a primary vendor contact.
• Develop reports to support decision-making and transparency.
• Identify opportunities to improve workflows and controls.
