Job summary

College of Eastern Idaho seeks a Program Manager to lead workforce training programs, focusing on nuclear, NQA/QA/QC, and civil construction. You will partner with employers, instructors, and college leadership to design and deliver industry-relevant curricula and certifications in a dynamic, growth-oriented environment.

You will recruit and manage instructors, oversee budgets, and drive program sustainability while expanding CEI's training presence regionally.

Qualifications

  • Associate degree or technical education with at least 5 years in nuclear, QA/QC, construction, engineering, manufacturing, skilled trades or related technical field.
  • Experience in technical, industrial, construction, manufacturing, quality or regulated environments.
  • Ability to develop relationships with employers, technical professionals and community partners.
  • Strong project management and organizational skills; ability to manage multiple programs and priorities.
  • Proficient with Microsoft Office applications (Excel, Word, PowerPoint, Teams).
  • Bilingual (Spanish) desirable.

Responsibilities

  • Provide leadership and management for assigned workforce training programs, focusing on nuclear, NQA/QA/QC, and civil construction training.
  • Develop and grow industry-relevant programs, courses, certifications, and customized training.
  • Build and maintain relationships with employers, industry partners, contractors, laboratories, government entities and stakeholders.
  • Design, develop, and implement industry-relevant courses, certifications, and customized training.
  • Recruit, supervise, and manage instructors and subject matter experts.
  • Manage program budgets, revenue, expenses, enrollment, and sustainability.
  • Develop proposals, scopes of work, and cost estimates with industry partners and college staff.
  • Create pathways linking students to employment and work-based learning.
  • Monitor performance via enrollment, completion, satisfaction, and financial metrics for continuous improvement.
  • Lead industry advisory activities and seek grant/contract opportunities to expand programs.
  • Collaborate with WTCE and college departments to ensure delivery, service, and compliance.
  • Available to work a flexible schedule including some evenings, weekends, and travel.
  • Perform other duties as assigned.
