Job summary

College of Eastern Idaho seeks a Program Manager to lead workforce training programs, focusing on nuclear, NQA/QA/QC, and civil construction. You will partner with employers, instructors, and college leadership to design and deliver industry-relevant curricula and certifications in a dynamic, growth-oriented environment.

You will recruit and manage instructors, oversee budgets, and drive program sustainability while expanding CEI's training presence regionally.

Qualifications

• Associate degree or technical education with at least 5 years in nuclear, QA/QC, construction, engineering, manufacturing, skilled trades or related technical field.
• Experience in technical, industrial, construction, manufacturing, quality or regulated environments.
• Ability to develop relationships with employers, technical professionals and community partners.
• Strong project management and organizational skills; ability to manage multiple programs and priorities.
• Proficient with Microsoft Office applications (Excel, Word, PowerPoint, Teams).
• Bilingual (Spanish) desirable.

Responsibilities

• Provide leadership and management for assigned workforce training programs, focusing on nuclear, NQA/QA/QC, and civil construction training.
• Develop and grow industry-relevant programs, courses, certifications, and customized training.
• Build and maintain relationships with employers, industry partners, contractors, laboratories, government entities and stakeholders.
• Design, develop, and implement industry-relevant courses, certifications, and customized training.
• Recruit, supervise, and manage instructors and subject matter experts.
• Manage program budgets, revenue, expenses, enrollment, and sustainability.
• Develop proposals, scopes of work, and cost estimates with industry partners and college staff.
• Create pathways linking students to employment and work-based learning.
• Monitor performance via enrollment, completion, satisfaction, and financial metrics for continuous improvement.
• Lead industry advisory activities and seek grant/contract opportunities to expand programs.
• Collaborate with WTCE and college departments to ensure delivery, service, and compliance.
• Available to work a flexible schedule including some evenings, weekends, and travel.
• Perform other duties as assigned.

Job description

This position provides leadership for the development, growth, and delivery of workforce training programs supporting thenuclear industry, Nuclear Quality Assurance/Quality Control (NQA/QA/QC), and civil construction. The Program Manager works closely with industry partners, employers, subject matter experts, instructors, and College leadership to identify workforce needs and develop responsive, high-quality training solutions.

The Program Manager is responsible for assigned program areas from concept through delivery, including industry engagement, curriculum and course development, instructor recruitment and management, scheduling, budgeting, program performance, and continuous improvement. This position will play a key role in expanding College of Eastern Idaho's workforce training presence in industries that are critical to the economic growth of eastern Idaho and the region.

The position requires a strong understanding of industry expectations and the ability to build trusted relationships with employers and technical experts.

The Program Manager ensures training is relevant, accessible, financially sustainable, and aligned with applicable industry standards, quality expectations, and employer requirements.

This position has been identified as being capable of performing job duties in a hybrid work setting (Hybrid refers to a blend of work performed at a CEI facility and remotely during any given work week).

This is a grant-funded position and is contingent upon available funding.

Program Manager Responsibilities and Duties

• Provide leadership and management for assigned workforce training programs, with primary responsibility for nuclear, NQA/QA/QC, and civil construction training.
• Develop and grow industry-relevant programs, courses, certifications, and customized training in response to regional workforce needs and emerging industry trends.
• Build and maintain strong relationships with employers, nuclear industry partners, contractors, laboratories, government entities, and other stakeholders to identify workforce needs and training opportunities.
• Research, design, develop, and implement industry-relevant courses, certifications, customized training, and other workforce solutions.
• Recruit, supervise, and manage qualified instructors and subject matter experts, ensuring appropriate industry experience and credentials.
• Manage program budgets and financial performance, including revenue, expenses, enrollment, contract training, and overall program sustainability.
• Develop customized training proposals, scopes of work, and cost estimates in collaboration with industry partners, WTCE leadership, and College staff.
• Develop partnerships and pathways that connect students to employment, apprenticeships, work-based learning, and, when appropriate, CEI credit programs.
• Monitor program performance and use enrollment, completion, customer satisfaction, financial results, and industry feedback to drive continuous improvement.
• Lead industry advisory activities, cultivate new partnerships, identify grant, contract, and other opportunities to expand assigned programs.
• Collaborate with WTCE and other College departments to ensure effective program delivery, recruitment, customer service, and compliance with college requirements.
• Available to work a flexible schedule as needed, including some evenings, weekends, and travel to employer or training locations.
• Perform other job-related duties as assigned.

Requirements

• Associate degree or technical education/certification from an accredited professional technical school or program and a minimum of five years of professional experience in nuclear, quality assurance/quality control, construction, engineering, manufacturing, skilled trades, workforce training, or a closely related technical field.
• Demonstrated experience working in a technical, industrial, construction, manufacturing, quality, or similarly regulated environment.
• Demonstrated ability to develop relationships and communicate effectively with employers, technical professionals, subject matter experts, and community partners.
• Strong project management and organizational skills, including the ability to manage multiple programs, projects, schedules, and priorities simultaneously.
• Proficient skill using Microsoft Office applications, including Excel, Word, PowerPoint, and Teams.
• Well-developed creative and analytical thinking skills with the ability to apply critical thinking and problem-solving skills to complex situations.
• Excellent verbal, written, and interpersonal communication skills, including the ability to communicate technical information to a variety of audiences.
• Demonstrated commitment to high professional and ethical standards in the workplace.
• Incumbent must be a resident of the State of Idaho (Currently CEI does not sponsor Visas).

• Bachelor's degree in engineering, construction management, quality management, business, education, workforce development, or another related field.
• Professional experience within the nuclear industry, Department of Energy contractor environment, commercial nuclear industry, or other highly regulated industry.
• Experience with Nuclear Quality Assurance (NQA), Quality Assurance/Quality Control (QA/QC), or related quality management systems and standards.
• Knowledge or experience with ASME NQA-1 or other nuclear quality standards.
• Experience with civil construction, construction management, inspection, testing, quality control, or related trades.
• Experience developing or managing technical training, workforce development, apprenticeship, or industry certification programs.
• Previous experience as a Career and Technical Education secondary or post-secondary instructor, technical trainer, program manager, or corporate training coordinator.
• Relevant certifications or credentials within nuclear, quality assurance, quality control, construction, inspection, safety, or related technical disciplines.
• Experience developing customized training solutions for employers.
• Demonstrated project management, contract management, or event coordination skills.
• Ability to speak knowledgeably and credibly with industry professionals regarding technical workforce needs.
• Experience with databases, training tracking systems, CRM systems, or learning management systems.
• Supervisory or employee management experience.
• Experience developing budgets, monitoring program financial performance, or managing revenue-generating programs.
• Strong attention to detail, accuracy, organization, and documentation.
• Ability to work effectively in a fast-paced, diverse environment and shift priorities as industry and customer needs change.
• Bilingual (Spanish).

Physical Demands and Work Environment:

Employees work indoors and are protected from weather and/or contaminants, but not, necessarily, occasional temperature changes. The employee is regularly required to sit and often uses repetitive hand motions

On-site work is essential and regular predictable attendance is required. Employees may be required to work at occasional events and handle tasks outside of regular working hours.
