Job summary

UNOPS is seeking an In Country Facilitator (Home based Retainer) to support the Climate Change and Development Authority in Papua New Guinea. The role focuses on coordinating with national and international partners to mobilize resources and monitor NDC implementation.

The position is a 12-month retainer, home-based, with a national scope and emphasis on high-level coordination, policy dialogue, and program delivery. Strong engagement with government and donors is essential.

Qualifications

• Master's degree preferably in public policy, development, climate change, environmental management, or related field with 5 years of relevant experience.
• Bachelor's degree or equivalent in related discipline with 7 years of relevant experience.

Responsibilities

• Coordinate and communicate with national, international, and local stakeholders.
• Update and operationalize the NDC Implementation Plan in the Online Tool or via transition support.
• Create an Annual Work Plan and collaborate with the Country Engagement Specialist and Focal Point.
• Mobilize resources and engage partners to address implementation gaps.
• Monitor implementation progress and prepare quarterly country update reports.
• Organize national multi-stakeholder NDC dialogues and support government events.
