Job summary

GovCIO is seeking a Training Specialist/Instructional Developer to support analysis, design, and development of U.S. Navy training products.

The role is fully remote, with location preference in Pensacola, FL, and requires navigating NAVEDTRA standards. Responsibilities include front-end instructional design, learning-objective mapping, scriptwriting, and storyboard development in collaboration with Government SMEs and multimedia teams.

Qualifications

• Bachelor's degree with 2–5 years of relevant experience.
• Demonstrated instructional systems design and curriculum development experience.
• Experience translating technical requirements into learning solutions.
• Strong scriptwriting and storyboard development skills.
• Ability to obtain and maintain required Public Trust access.

Responsibilities

• Lead front-end instructional design with Government SMEs to turn technical content into structured instructional material.
• Develop and map learning objectives to training requirements.
• Write clear, technically accurate instructional scripts for interactive and web-based training.
• Create detailed storyboards communicating content, interactions, graphics, and assessments.
• Ensure products conform to NAVEDTRA standards and government requirements.
• Collaborate with multimedia developers throughout the development lifecycle.
• Participate in reviews and incorporate feedback from Government, SMEs, QA, and testing.
