VISTA Technology Services, Inc. is seeking a Program Manager to support NAVSEA in a hybrid role located in Washington, DC, onsite 3 days per week.

The manager will define and direct short- and long-range plans, guiding technical approaches and coordinating with activity and agency personnel for resources. The successful candidate will have 5+ years Navy Program Management, 2+ years Navy Engineering Support, BYG-1 familiarity, and will manage milestones, schedules, and budgets while maintaining

Qualifications

• Bachelor's degree required.
• 5+ years Navy Program Management experience.
• 2+ years Navy Engineering Support experience.
• Familiarity with BYG-1 submarine system.
• Ability to analyze engineering program documentation.
• Ability to assess and update spend plans.
• Ability to develop and implement new processes.
• Ability to analyze program risks and develop risk assessments.
• Proactive, independent, and team-oriented.
• MS Office 365 and SharePoint proficiency.
• Willingness to travel as needed.
• Active DoD Secret Clearance.

Responsibilities

• Oversee overall program definition, organization, and direction of short and long-range plans.
• Formulate and guide technical approach; consult on resource definition with activity and agency personnel.
• Establish and control milestones, schedules, budgets, and costs.
