Job summary

VISTA Technology Services, Inc. seeks a Program Manager to support NAVSEA with a hybrid onsite role in Washington, DC three days a week.

The candidate will oversee program planning and execution for submarine-related efforts and will interact with multiple stakeholders to deliver critical milestones. The ideal candidate has extensive Navy program management experience, familiarity with the BYG-1 system, and the ability to lead cross-functional teams, manage milestones, budgets, and risk.

VISTA Technology Services, Inc. (VISTA) is currently seeking a Program Manager to support our NAVSEA customer. This is a hybrid position reporting onsite in Washington, DC 3 days a week.

The ideal candidate is a motivated self-starter with experience in the overall planning, direction, and success of major programs, systems development efforts, and research or technology initiatives that will have great significance to the Navy’s Submarine needs.

Responsibilities

• The Program Manager will demonstrate experience in being responsible for the overall program definition, organization, and direction of short and long-range plans, to include experience being responsible for formulating and guiding technical approach, and providing consultation regarding defining and negotiation with activity and agency personnel for necessary resources. They will also demonstrate experience and skill in the establishment and control of technical milestones, schedules, budgets, and costs.

Required Experience

Basic Qualifications:

• 5+ years of experience with Navy Program Management
• 2+ years of experience with Navy Engineering Support
• Experience or familiarity with the BYG-1 submarine combat system
• Ability to analyze and process engineering program documentation
• Ability to assess and update spend plans
• Ability to develop/document/implement new processes
• Ability to analyze program risks and develop risk assessments
• Must be proactive, work independently, and within a team environment
• Proficiency with MS Office 365 (Outlook, Word, Excel, PowerPoint, Teams) and SharePoint
• Ability to travel as needed to support client
• Active DoD Secret Clearance

Salary:

Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $90,000.00 to $140,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees. Preferred Experience

Desired Qualifications:

• Experience working with various Navy waterfront entities such as shipyards, installation teams, and regional maintenance facilities
• Familiarity with installation and technology insertion hardware processes and practices
• Experience working in Jira and familiarity with the Agile process
• Experience or familiarity with the Submarine Warfare Federated Tactical System (SWFTS)
