Job summary

The City of Birmingham is seeking a well-qualified Tax Collection Manager to lead the tax collection program, oversee collections of ad valorem, real, and personal property taxes, and coordinate distributions to state and local agencies.

The role requires extensive experience in municipal tax collections, supervision of staff, and strong knowledge of tax laws and financial reporting. Eligible candidates will possess a Bachelor's degree and relevant experience in a government setting.

Qualifications

• Experience with municipal/governmental tax collections.
• Experience supervising employees in a taxation or accounting environment.
• Experience interpreting tax law and applying state codes.
• Experience balancing and reconciling accounts.
• Experience budgeting and forecasting.
• Experience creating financial reports and recommendations.

Responsibilities

• Monitors relationships with financial institutions to protect assets.
• Administers department budget and analyzes spending trends.
• Develops and revises policies to ensure compliance with laws and standards.
• Supervises staff, assigns work, provides feedback and training.
• Oversees collection of current and delinquent property taxes per Alabama code.
• Plans and directs tax collection and distribution of revenues to agencies.
• Oversees biweekly distribution of funds to state, county, municipalities and boards.
