Job summary

The City of Kennedale, Texas, seeks a knowledgeable Human Resources Manager to lead the City’s HR function. Reporting to the Assistant City Manager, this role provides strategic guidance and hands-on support across all HR areas.

Responsibilities include policy development, recruitment, compensation, performance management, employee development, and ensuring compliance with employment laws while fostering an ethical, service-oriented culture.

Qualifications

• Bachelor’s degree in human resources, public administration, business administration, organizational development, or a related field.
• At least three (3) years of progressively responsible HR experience across multiple HR disciplines.
• Ability to independently manage HR programs, advise leadership, interpret policies, and resolve complex employee relations matters.
• Strong knowledge of HR practices and employment requirements with excellent communication, analytical, organizational, and problem-solving skills.
• Sound judgment, discretion, and ability to manage confidential matters professionally.

Responsibilities

• Oversee the City’s HR function, develop and administer personnel policies, and advise executive leadership on workforce planning and employment matters.
• Coordinate recruitment, selection, onboarding and staffing strategies with departments.
• Address workplace concerns, conduct investigations, and promote a respectful workplace culture.
• Administer compensation and benefits programs and support budget planning.
• Guide performance management, employee development, and initiatives for engagement and effectiveness.
• Monitor employment laws, maintain confidential records, and coordinate safety and workers’ compensation with counsel.
• Monitor HR data, manage HR systems and vendor relationships, and propose policy/process improvements.
