Job summary

The City of Hurst seeks an Executive Director of Human Resources, a department head reporting to the City Manager, to lead recruiting, retention, employee relations, compensation and benefits, payroll, training, and compliance with employment laws.

The role aligns HR programs with the City’s Code of Ideals and The Hurst Way, requiring strong strategic leadership and a track record in public-sector HR. Salary determined by qualifications; municipal experience preferred.

Qualifications

• Bachelor’s degree required.
• Seven years of progressively responsible human resources experience, including at least five years in management.
• Municipal government or public agency experience preferred.
• Professional HR certification (HRCI, SHRM, PSHRA, TMHRA, ICMA, or equivalent) preferred.
• CJIS background restrictions apply.
• Must pass pre-employment screenings including criminal background check and drug screen.

Responsibilities

• Supports employee engagement and positive workplace culture aligned with official city values.
• Directs and manages departmental staff, resources, and HR budget.
• Oversees employee relations and provides guidance to supervisors.
• Directs performance evaluation process.
• Develops HR policies and ensures lawful citywide application.
• Oversees compensation, benefits, and classification systems.
• Coordinates civil service and collective bargaining activities.
• Administers self-insurance and workers’ compensation programs.
• Oversees payroll accuracy and compliance.
• Prioritizes employee training and development.
• Evaluates HR programs for effectiveness and efficiency.
• Manages personnel records and information security.

Education

Bachelor's degree in Human Resources, Business Administration, Public Administration, Public Policy, Public Affairs, or related field
