Job summary

Stimulus Technologies seeks a Director of Engineering and Construction to lead the design, permitting, and field execution of fiber builds across four states. You will build the organization, recruit leaders, and own safety, schedules, budgets, and quality in a fast-growing division.

Qualifications

• Bachelor’s degree in engineering, construction management, or related field.
• 12+ years in telecom/utility infra construction, including 7+ years in OSP fiber.
• 5+ years leading multi-level teams, including managers who lead crews or staff.
• Proven delivery of large fiber builds across multiple jurisdictions.
• Strong understanding of RUS, NESC, OSHA 1910.268/1926, and OSP methods.
• Experience with permitting across state DOTs, counties, and utilities.
• Experience managing engineering firms and contractors under MSAs.
• Experience on federally funded projects with compliance and reporting.
• Proficiency with MS Office and project management tools.
• Valid driver’s license and ability to travel frequently to project sites.

Responsibilities

• Build and lead the Engineering and Construction organization across four BEAD states.
• Direct Permitting, Engineering, and Safety managers; set standard processes.
• Oversee OSP design and ensure compliance with grant requirements.
• Manage construction contractors and ensure schedule, safety, and quality.
• Lead safety program and ensure OSHA compliance across states.
• Provide budget, cost tracking, and status reporting to executives.
