Job summary

Stimulus Technologies is seeking a Construction Manager to oversee field OSP fiber optic construction across Oregon. You will manage Stimulus-employed Resident Engineers, supervise contractors, and serve as the primary liaison among field operations, the engineering firm, and project management.

Qualifications

• Bachelor’s degree in construction management, engineering, or related field.
• Minimum 7 years in OSP telecom or fiber optic construction.
• Minimum 3 years in supervisory or management role overseeing field teams.
• Strong understanding of OSP fiber construction methods (aerial, underground, buried).
• Familiarity with RUS construction standards, NESC, and industry best practices.
• Ability to travel extensively with valid driver’s license.
• Experience coordinating with third-party engineering firms.

Responsibilities

• Oversee all phases of OSP fiber optic construction.
• Ensure construction activities comply with project plans, specifications, permits, and applicable codes and standards.
• Conduct regular site visits to verify construction quality, safety compliance, and adherence to project timelines.
• Manage contractor performance and approve pay applications, change orders, and closeout docs.
• Ensure construction contractors and subcontractors adhere to 811 rules and regulations.
• Coordinate with Permitting Manager to ensure permits and approvals are in place.
• Identify and resolve field conflicts, constructability issues, and design discrepancies in coordination with the engineering firm.
• Monitor project budgets and forecasts; escalate cost or schedule risks to the VP of Engineering.
• Ensure all as-built documentation is accurate and delivered on schedule.
• Manage day-to-day relationships with construction partners and vendors; act as field escalation point.
