Job summary

Anchor Home in Baltimore County, Maryland is seeking a Program Manager to ensure effective daily operations, quality and compliance across residential, day, and personal supports programs. You will supervise House Managers and program staff, uphold safety, and promote person-centered services.

Qualifications

• Bachelor’s degree in Human Services, Business Administration, or related field.
• Minimum of 5 years of experience in residential or human services program management.
• Strong understanding of DDA and COMAR regulations and compliance requirements.
• Demonstrated success managing multiple program locations and staff teams.
• Excellent leadership, communication, and problem-solving skills.
• Valid driver’s license, reliable transportation, and ability to travel between program sites as needed.

Responsibilities

• Oversee daily operations across all programs, ensuring licensing, health, and safety standards.
• Manage staffing levels, schedules, and attendance to ensure coverage and PCP compliance.
• Conduct regular site visits to assess quality, documentation, and environmental conditions.
• Partner with the Program Director to address deficiencies and maintain audit readiness.
• Identify operational gaps and implement process improvements to enhance service delivery.
• Provide training and supervise House Managers to ensure leadership and team performance.
• Lead program meetings and promote accountability, respect, and collaboration.
• Monitor health and medical needs, coordinate with nursing and case management teams.
• Monitor finances and ensure purchases are pre-approved and documented.
• Maintain relationships with families, guardians, and external stakeholders.
