Job summary

Anchor Home in Baltimore County, MD is seeking a Program Manager to oversee daily operations across residential, day, and personal supports, ensuring quality, safety, and compliance. You will supervise House Managers and program staff, reporting to the Program Director to strengthen consistency and audit readiness.

Qualifications

• Bachelor’s degree in Human Services, Business Administration, or related field.
• Minimum of 5 years of experience in residential or human services program management.
• Strong understanding of DDA and COMAR regulations and compliance requirements.
• Demonstrated success managing multiple program locations and staff teams.
• Excellent leadership, communication, and problem-solving skills.
• Valid driver’s license, reliable transportation, and ability to travel between program sites as needed.

Responsibilities

• Oversee daily operations across all the programs, ensuring compliance with licensing, health, and safety standards.
• Manage staffing levels, schedules, and attendance to ensure sufficient coverage and adherence to PCP requirements.
• Conduct regular site visits to assess program quality, documentation, and environmental conditions.
• Partner with the Program Director to address deficiencies and maintain audit readiness.
• Identify operational gaps and implement process improvements to enhance service delivery and efficiency.
• 24/7 on-call coverage for assigned homes.
• Provide training on essential daily living tasks and supervise House Managers to ensure effective leadership.
• Lead regular program meetings to align staff on goals, updates, and expectations.
• Promote accountability, respect, and collaboration across all program teams.
• Monitor health and medical needs, ensure timely documentation, and coordinate with nursing/case management.
• Assist in budgeting related to staffing, supplies, and maintenance needs.
