Job summary

Anchor Home in Baltimore County, MD seeks a Program Manager to oversee daily operations across residential, day, and personal supports programs. You will supervise House Managers and staff, ensuring high standards of care, safety, and accountability across multiple sites.

Reporting to the Program Director, you will strengthen program consistency, improve operational efficiency, and support Anchor Home’s mission to deliver person-centered services.

Qualifications

• Bachelor’s degree in Human Services, Business Administration, or related field.
• Minimum of 5 years of experience in residential or human services program management.
• Strong understanding of DDA and COMAR regulations and compliance requirements.
• Demonstrated success managing multiple program locations and staff teams.
• Excellent leadership, communication, and problem-solving skills.

Responsibilities

• Oversee daily operations across all the programs, ensuring compliance with licensing, health, and safety standards.
• Manage staffing levels, schedules, and attendance to ensure sufficient coverage and adherence to PCP requirements.
• Conduct regular site visits to assess program quality, documentation, and environmental conditions.
• Partner with the Program Director to address deficiencies and maintain audit readiness.
• Identify operational gaps and implement process improvements to enhance service delivery and efficiency.
• 24/7 on-call coverage for assigned homes.
