Job summary

The State of Delaware is seeking an Employment and Training Administrator to lead the MIS Unit, oversee performance reporting, the division's case management system, and division HR functions. This role represents the division at Workforce Development Board meetings, leadership and partner meetings, division trainings, and federal Employment and Training Administration activities.

The position requires experience in program administration, budgeting, policy development, and staff supervision,

Qualifications

• Six months experience in health or human services program administration, including oversight and evaluation of programs.
• Six months experience in budget management and control within appropriations and revenue.
• Three years experience in developing policies and procedures.
• Six months experience in staff supervision including planning, assigning and evaluating work.

Responsibilities

• Establishes objectives and priorities for employment and training programs in line with laws and goals.
• Plans, directs, controls and evaluates staff work and provides administrative guidance.
• Reviews programs for compliance with federal/state regulations.
• Analyzes legislation to determine impact and drafts policies and procedures.
• Assists planning and implementing division policies and improves operational efficiency.
• Prepares division program and budget plans and monitors expenditures.
• Interprets laws for staff and agency personnel.
• Prepares statistical and narrative activity reports.
• Makes presentations to employers, groups, unions and state legislature.
• Coordinates data processing requests and evaluates feasibility per requirements.
