Fluor in Greenville, SC is seeking a Proposal Manager - Mining & Metals to lead technical proposals for capital studies, EPCM engagements and execution efforts. The role blends project management with hands-on proposal development, requiring collaboration with discipline engineers and functional teams to craft scope, execution plans, and win strategies.

You will manage schedules, organize kickoff sessions, defend estimates, and ensure timely reviews under tight deadlines.

Qualifications

• Accredited four (4) year engineering or technical degree, or global equivalent; or a combination of education and directly related experience equal to nine (9) years if non-degreed.
• Ability to communicate effectively with audiences that include management, coworkers, client, vendors, contractors, and visitors.
• Job related technical knowledge necessary to complete the job.
• Ability to attend to detail and work in a time-conscious and time-effective manner.

Responsibilities

• Review and interpret RFP/RFQ requirements, client evaluation criteria, and contractual terms to define scope, win themes, and proposal strategy.
• Lead development of the technical proposal content, including scope of work, project/study execution plan, methodology, schedule basis, and technical narrative.
• Engage discipline engineering leads and functional groups to compile accurate, integrated technical input.
• Develop and defend effort-hour estimates, staffing plans, and cost/schedule basis in coordination with discipline leads, estimating, and project controls.
• Establish and manage the overall proposal schedule and production plan, ensuring timely reviews and approvals.
• Plan and lead proposal strategy sessions, kickoff meetings, storyboarding, and color-team reviews to sharpen win strategy.
