Job summary

Harper Construction is seeking a Quality Control Manager I (QCM) for military construction projects at Tinker AFB in Oklahoma City, OK. You will oversee all quality activities, lead test plans, and ensure compliance with contract requirements across the project lifecycle.

Ideal candidates have 4+ years as a QC Manager plus 10+ years across related roles; strong EM 385‑1‑1 knowledge and a valid CQM certificate are required to support mission critical facilities.

Qualifications

• At least 4 years of direct experience as Quality Control Manager.
• Total 10+ years in roles such as Superintendent, PM, Engineer, Construction Manager, or QC Manager.
• Experience in vertical construction, preferably military or federal.
• Knowledge of EM 385-1-1 standards and safety compliance.
• Current Construction Quality Management (CQM) certificate is required.

Responsibilities

• Oversee all project quality aspects including materials, documentation, inspections, and closeout.
• Lead inspection/testing planning and QC procedures for each project.
• Conduct and document USACE Three Phases of Control: Preparatory, Initial, Follow-Up.
• Manage submittals, shop drawings, and as-built documents.
• Interpret drawings/specs and ensure compliance with quality standards.
• Document inspections timely and maintain project records.
• Coordinate with Site Safety to ensure safety and quality compliance.
