Job summary

Harper Construction is seeking a Quality Control Manager I (QCM) for military construction projects at Tinker AFB in Oklahoma City, OK. You will oversee all quality activities, lead test plans, and ensure compliance with contract requirements across the project lifecycle.

Ideal candidates have 4+ years as a QC Manager plus 10+ years across related roles; strong EM 385‑1‑1 knowledge and a valid CQM certificate are required to support mission critical facilities.

Qualifications

• At least 4 years of direct experience as Quality Control Manager.
• Total 10+ years in roles such as Superintendent, PM, Engineer, Construction Manager, or QC Manager.
• Experience in vertical construction, preferably military or federal.
• Knowledge of EM 385-1-1 standards and safety compliance.
• Current Construction Quality Management (CQM) certificate is required.

Responsibilities

• Oversee all project quality aspects including materials, documentation, inspections, and closeout.
• Lead inspection/testing planning and QC procedures for each project.
• Conduct and document USACE Three Phases of Control: Preparatory, Initial, Follow-Up.
• Manage submittals, shop drawings, and as-built documents.
• Interpret drawings/specs and ensure compliance with quality standards.
• Document inspections timely and maintain project records.
• Coordinate with Site Safety to ensure safety and quality compliance.

Responsibilities

• Oversee all aspects of project quality, including materials management, documentation, inspections, and closeout processes, ensuring a safe, high-quality, and efficient build.

• Lead the planning and execution of project-specific inspection and test plans and quality control procedures.

• Conduct and document USACE’s Three Phases of Control: Preparatory, Initial, and Follow-Up inspections.

• Manage and track submittals, shop drawings, and as-built documents to ensure quality standards are met.

• Interpret and apply construction specifications, drawings, and reference documents effectively.

• Ensure timely and accurate documentation of inspections and maintain all project records.

• Partner with Site Safety to maintain compliance with safety protocols and quality regulations.

Required Qualifications

• At least 4 years of direct experience as a Quality Control Manager.

• Minimum of 10 years of combined experience in the following positions: Superintendent, Project Manager, Project Engineer, Construction Manager, or Quality Control Manager

• Proven experience in vertical construction, preferably including large-scale military or federal buildings.

• In-depth knowledge of EM 385-1-1 standards, with experience in hazard identification, safety compliance, and sustainability.

• Current "Construction Quality Management (CQM) for Contractors" certificate (required).

Preferred Qualifications

• Minimum 5 years of combined experience in roles such as Project Superintendent, QC Manager, Project Manager, Project Engineer, or Construction Manager on similar vertical structure builds.

• Experience working on multi-unit housing or similar large-scale DoD/federal vertical construction.

• Familiarity with Procore or other construction document control platforms.

Compensation and Benefits

• Salary range: $125,000 to $155,000 annually, plus auto allowance.

• Compensation is based on experience, knowledge, and qualifications.
