Job summary

ICI Services, a 100% employee-owned company, seeks a Mid-Level Contracts Analyst to support the PEO IWS BFM team at NAVSEA in Washington, DC. The role focuses on budgeting, financial analysis, and compliance with DoD policies.

The successful candidate will have at least 3 years' Navy Financial Systems experience (N-ERP), knowledge of DFARS and DoD 5000, and familiarity with SPS. This is an on-site opportunity requiring an active security clearance.

Qualifications

• Minimum of 3 years’ experience with Navy Financial Systems including N-ERP.
• Strong knowledge of DFARS and DoD 5000 acquisition regulations.
• Experience with Standard Procurement Systems (SPS).

Responsibilities

• Assist in the preparation of annual budgets.
• Examine budget estimates or proposals for completeness, accuracy, and conformance with procedures and objectives.
• Enter financial data into government approved systems for obligation and procurement (NERP/SPS).
• Conduct analysis, report financial risk, and advise on mitigation strategies.
• Assist with development and issuance of formal financial policies and directives.
• Ensure compliance with DFARS and DoD 5000 acquisition policies and procedures.
• Provide support to IPTs to improve current ad hoc or documented business rules.
• Assist in analysis of monthly burn rate, trend analysis, and historical performance.

Security Clearance:

• Applicant must hold or be able to obtain an active Department of Defense (DoD)SECRET personnel security clearance.

Responsibilities:

• Assist in the preparation of annual budgets.
• Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
• Enter financial data into government approved systems for obligation and procurement such as Navy Enterprise Resource Planning or Standard Procurement System.
• Conduct analysis, report financial risk, and advise the government of strategies to mitigate the impact of financial risk.
• Assist with the development and issuance of formal financial policies and directives as required.
• Ensure compliance with DFARS (Defense Federal Acquisition Regulation Supplement) and DoD 5000 series acquisition policies and procedures.
• Provide support to Integrated Product Teams (IPTs) to improve current ad hoc or documented business rules.
• Assist in analysis of monthly burn rate analysis, trend analysis, multi-year historical performance.

Experiences:

• Minimum of 3 years’ experience with Navy Financial Systems to include: Navy Enterprise Resource Planning (N-ERP).
• Strong knowledge of DFARS and DoD 5000 acquisition regulations.
• Experience Standard Procurement Systems (SPS).

Education Requirements:

• Bachelor’s Degree in Business Administration, Accounting, or another related field.
