Job summary

Raytheon is seeking an experienced Cost Proposal Estimator to review complex proposals, analyze BOEs and BOMs, and ensure compliance with FAR regulations. You will train junior estimators and collaborate with management to improve estimating tools and processes.

Ideal candidates have a strong background in proposal development, pricing, and estimating systems, with a track record of meeting deadlines in a team environment and building relations with customers and stakeholders.

Responsibilities

• Review cost proposals using checklists.
• Analyze BOEs, BOMs, and other supporting artifacts to ensure reasonableness and adequacy.
• Generate and provide training to less experienced Material Estimators on compliant proposal requirements.

• Collaborate with upper management on process improvements for estimating tools and processes.
• Test estimating tool enhancements before public release.
• Establish and maintain relationships with customers, users, stakeholders, and partners.

Job description

• Perform detailed and complex reviews of cost proposals using checklists


• Analyze BOEs, BOMs, and other supporting proposal artifacts to ensure reasonableness and adequacy


• Generate and provide training to less experienced Material Estimators on compliant proposal requirements


• Support development of a common material process across Raytheon business units


• Collaborate with upper management on process improvements for estimating tools and processes


• Test estimating tool enhancements before public release


• Establish and maintain relationships with customers, users, stakeholders, and partners


• Lead special assignments involving data reporting, opportunity exploration, new approaches, and problem solving


• Ensure compliance with FAR and internal estimating requirements, including FAR 15.408 Table 15-2, RP-FIN-CAO-004, and RP-FIN-CAO-029

Requirements

• Bachelor’s degree and a minimum of 8 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 5 years’ experience


• Experience with Microsoft Office products, including Word, PowerPoint, and Excel


• U.S. citizenship is required


• Working knowledge of TIES-Material, MCS, or ProPricer preferred


• Knowledge and experience with proposal development, price buildup, and estimating and pricing processes preferred


• Experience with federal proposal regulations, including FAR, DFAR, and TINA regulations, as they pertain to bid/cost proposals preferred


• Ability to consistently meet deadlines in a schedule-driven environment preferred


• Ability to work well in teams, with peers, and management preferred


• Prior experience developing cost proposals and providing negotiation support preferred


• Thorough understanding of estimating systems and corporate accounting structure, with ability to support estimating system audits preferred


• Direct experience with material BOEs, BOMs, and other supporting proposal artifacts preferred


• Working knowledge of SAP (PRISM) preferred


• Detail oriented preferred


• Strong analytical abilities preferred


• Demonstrated leadership skills or experience preferred


• Strong organization and analytical skills preferred


• Strong oral and written communication skills preferred
