Who We Are

The Denver Clerk and Recorder’s (DCR) Office, led by the Honorable Paul D. López, is an independently elected agency serving the residents of Denver. We embody multiple civic functions, acting as the City Clerk, County Recorder, Public Trustee, and Chief Elections Official, within a single office. Our responsibilities include administering elections, preserving and providing public records, managing land transactions and foreclosures, and issuing marriage and civil union licenses.

Our mission is clear: to serve the people of Denver by providing accessible, reliable, and secure civic services. This commitment guides everything we do, ensuring democracy, marriage equality, transparent record access, and fair processes are fundamental rights for all Denverites.

By joining our team, you’ll play a vital role in upholding Denver’s democratic principles and delivering essential public services with integrity, innovation, and compassion.

What You’ll Do

As a Marketing and Communications Specialist for the Denver Clerk and Recorder (DCR), you will serve as a lead creative strategist and key storyteller for one of Denver’s most visible civic agencies. Your work will shape how residents understand elections, public records, marriage licensing, trustee services, and the many ways DCR strengthens civic trust. The Marketing and Communications Specialist is a member of DCR’s Communications and Community Engagement Unit, reports to the Communications and Community Engagement Manager, and currently has no direct reports.

In this role, you will:

  • Lead the strategy, design, and execution of social media content across all agency platforms, ensuring messaging is accurate, engaging, accessible, and aligned with DCR’s brand.
  • Develop and manage visual storytelling initiatives, including graphics, infographics, brand visuals, short‑form video, and other creative content that communicates complex civic topics clearly and effectively.
  • Serve as a primary public relations partner for the agency by drafting press releases, media statements, talking points, and proactive story pitches.
  • Collaborate with leadership to craft agency newsletters, internal communications, and major public‑facing announcements.
  • Support and at times lead media relations, including responding to inquiries, preparing briefing materials, coordinating interviews, and maintaining strong relationships with reporters and community partners.
  • Assist with or manage crisis and emergency communications by developing responsive messaging, supporting media coordination, and ensuring timely, accurate public updates.
  • Develop and refine marketing collateral for digital, print, and community‑based channels to increase awareness of DCR programs and civic engagement opportunities.
  • Partner with Elections, Recording, and Public Trustee units to support major initiatives, campaigns, and community outreach efforts through consistent, strategic communications.
  • Uphold Denver’s brand and accessibility standards, ensuring all materials reflect equity, clarity, and community‑centered design.
What You’ll Bring

We’re looking for someone who brings creativity, innovation, and a collaborative spirit to a fast‑paced, mission‑driven communications team. The ideal candidate is a strong visual storyteller who thrives on turning complex civic topics into compelling, accessible content that resonates with diverse communities across Denver.

You will succeed in this role if you:

  • Have deep experience in social media strategy and execution, including developing content plans, creating platform‑specific assets, analyzing engagement data, and adapting quickly to digital trends.
  • Bring strong graphic design expertise, with the ability to produce polished, accessible visuals — from infographics to video snippets — that simplify complex civic processes and elevate the Clerk & Recorder’s brand.
  • Are fluent in creative tools such as Canva, Adobe Creative Suite (Illustrator, InDesign, Photoshop, Premiere Pro), or similar platforms, and enjoy experimenting with new technologies and formats.
  • Communicate clearly and confidently through writing, crafting high‑quality newsletters, press releases, talking points, and multimedia messaging tailored to diverse audiences.
  • Approach collaboration with enthusiasm by contributing ideas, supporting teammates, sharing constructive feedback, and helping deliver high‑impact communications across the agency.
  • Are comfortable working directly with media, supporting message development, and helping shape DCR’s public voice in both proactive and fast‑moving situations.
  • Can work effectively with an independently elected and highly visible elected public official and operate with a high‑level of professional integrity.
  • Demonstrate a commitment to equity, accessibility, and community‑centered design in every piece of content you create.
  • Bring bilingual skills (highly preferred), which strengthen our ability to serve Denver’s diverse residents and expand the reach of our communications.
Required Minimum Qualifications
  • Education requirement: Bachelor’s Degree in Business Administration, Marketing, Communications or a related field (which may include Journalism or Public Relations)
  • Experience Requirement: Four (4) years of full performance, professional level experience performing marketing and/or public relations functions including research and analysis, developing public announcements and publications, and developing marketing and/or public relations strategies.
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post‑high school education.
  • Licensure/Certifications: Requires a valid Driver’s License at the time of application.
