Job summary

Actalent is seeking a Project Engineer for a Great Lakes marine dock and terminal project based in Toledo, OH. The role acts as the Owners Representative, overseeing engineering, design, construction, and startup, with emphasis on marine, piping, controls, and operations integration.

The position requires broad engineering discipline experience, field oversight of construction, QA/QC, and strong communication to manage interfaces and delivery milestones.

Qualifications

• Experience commissioning and startup in refinery, oil & gas, or hydrocarbon terminal environments.
• Strong dock operations knowledge for marine terminal systems and product transfer.
• Hands-on construction management including field execution, QA/QC, and alignment with design docs.
• Ability to review design packages and plots to ensure construction aligns with specifications.
• Professional Engineer (PE) credential is required.
• Project Management Professional (PMP) certification is preferred.
• Experience with vapor recovery and vapor destruction systems, design and startup.
• Knowledge of vapor barrier/retarder concepts and their use in buildings.
• Marine permitting and regulatory knowledge for dock operations.
• Experience with brownfield projects and interfacing new construction with existing facilities.

Responsibilities

• Serve as primary Owners Representative for the Great Lakes marine dock and terminal scope.
• Review FEL/FEED and detailed design packages for accuracy and alignment with objectives.
• Coordinate interfaces across multiple disciplines for seamless integration.
• Lead constructability, operability, and maintainability reviews.
• Evaluate marine access and product-transfer systems for performance and safety.
• Drive QA/QC and startup-readiness reviews for smooth transition to operations.
• Monitor scope, cost, and schedule; communicate risks and changes.
• Oversee contractor execution and field quality per design and layouts.
• Support construction, commissioning, turnover, and startup activities.
• Provide oversight for vapor destruction units including design review and startup.
• Oversee dock flush tanks and piping, ensuring integration with terminal infrastructure.
• Apply marine permitting and regulatory knowledge for approvals.
• Support brownfield project execution around existing facilities.
• Collaborate with vendors and perform occasional site reviews.
• Contribute to continuous improvement through lessons learned.
