Job summary

Per Sé Group is seeking an experienced Technical Owner's Representative to support a major energy company’s Great Lakes refinery and marine dock project. You will independently evaluate engineering deliverables, challenge contractor recommendations, and safeguard the asset owner’s interests throughout development and execution.

Qualifications

• 10+ years of relevant experience in refinery project engineering, owner's engineering, marine terminals, or comparable industrial capital projects.
• Strong experience reviewing engineering designs, specifications, and contractor recommendations.
• Ability to independently identify technical deficiencies, challenge assumptions, and propose practical solutions.
• Understanding of multidisciplinary engineering (mechanical, piping, civil/structural, electrical, controls, and interfaces).
• Experience supporting FEED, detailed design, constructability reviews, and project development.
• Knowledge of refinery, hydrocarbon handling, terminal, or related industrial operating systems.
• Excellent technical judgment, communication, problem-solving, and stakeholder coordination.
• Ability to work independently while collaborating with contractors, operations, maintenance, and leadership.
• Valued: direct hydrocarbon marine dock experience, vapor systems, tank/piping integration, brownfield refinery modifications.

Responsibilities

• Independently review and challenge engineering designs and contractor deliverables.
• Support FEED, detailed design, constructability reviews, and evaluations.
• Coordinate interfaces across refinery and marine terminal infrastructure.
• Provide technical oversight for hydrocarbon marine dock improvements.
• Identify gaps, risks, design conflicts, and operability concerns before execution.
• Collaborate with contractors, operations, maintenance, and project leadership to resolve issues.
• Review scope, estimates, schedules, and proposed changes from the owner's perspective.
• Support construction, commissioning, startup readiness, and turnover.
