Class Description
The purpose of this class is to perform professional level dutiesin assisting in the coordination and completion of daily operationsof assigned college division or function.
Compensation within the posted range is determined by acandidate's education level and/or years of experience in thefield. Generally, employees are hired in the lower third of thescale

Minimum Requirements
- High school diploma or equivalent. Advanced degreepreferred.
- Formal specialized training and licensed in the operation andmaintenance of HVAC, mechanical and electrical systems; as well asEPA CFC Certification. An Electrical License, Siemens MasterProgrammer, and HVAC Masters License preferred.
- Second Grade Stationary Engineers License required. First GradeStationary Engineers License preferred.
- A minimum of six (6) years of progressively responsiblemaintenance experience in building mechanical systems, heating andcooling systems, pneumatic and digital controls and energymanagement, including experience with commercial boilers (minimumof 250 H.P.) and large chillers (minimum of 250 tons).
- Flexibility and ability to change shift when requested orduring emergency situations.
- Valid driver’s license with a clean driving record of less thanfive (5) points on driving record.
- Ability to participate in blood borne pathogens training withinsix (6) months of employment.
- Hepatitis B vaccination or a signed waiver.

This is an Essential Position, and the employee must be availablefor building emergencies, and to perform regular duties or otherassigned duties at times when the campus is closed to students andnon-essential staff. Subject to 24-hours standby or call-in forbuilding emergencies. May be required to work overtime or specialhours as needed or required.
Class Specific Essential Duties
- Supervise and direct the operations of assigned Collegedepartment or division.
- Direct the development and maintenance of all departmentalrecords and reports.
- Develop and administer departmental policies andprocedures.
- Train and evaluate assigned staff, as required.
- Develop budget projections for department or division, asrequired.
- Oversee, monitor and/or control appropriations andexpenditures, as required.

Position Specific Essential Duties
- Responsible for the maintenance of all academic,administrative, and auxiliary buildings and structures on a singlecampus, including all utilities involving water, sewer, electricaland mechanical systems associated with heating, air conditioningand related chillers, fans, pumps, motors, ducting, heatex-changers, electrical and pneumatic control systems.
- Directs the maintenance and operation of the building utilitydistribution system involving heating/chilled water and domesticwater, electricity, gas, and steam. Assists the Director ofMaintenance and Engineering in planning, organizing, and directingthe operation and maintenance of the utilityproduction/distribution facility.
- Manages a preventative maintenance program of scheduledinspection and repair of electrical, mechanical equipment(including boilers, chillers, motors, pumps), and other systems,equipment and facilities to assure proper operation and to correctmalfunctions before major breakdowns develop. Coordinates andperforms building maintenance inspections on a periodic andrecurring basis. Assures that work conditions are safe andconducive to efficient operations.
- Supervises the installation and repair of all mechanicalequipment.
- Collects data and prepares reports relevant to work progresscost. Maintains building maintenance logs and technical files.
- Assists in the determination of maintenance and utilityengineer personnel needs; as well as requirements for supplies andmaterials, equipment and prepares annual budgets accordingly, asrequired. Continuously monitors expenditures in all categories toassure that the budget is not exceeded and that funds areeffectively utilized. Engages, plans and schedules subcontractorswhen needed to assist in maintenance, repair, and constructionrequirements and conducts inspections to assure that work performedmeets requirements.
- Delegates to and holds subordinates responsible forsatisfactory performance of assignments. Performs other tasks toinclude special studies that involve technical investigation andanalysis and recommend solutions to unique engineering andadministrative problems as may be required by Director ofMaintenance and Engineering.
- Administers an established energy management program includingthe procurement of fuel (oil, natural gas and electricity);anticipating fuel quality, tracking and monitoring fuel consumptionand compiling performance data and records.
- Coordinates the maintenance on science lab and food servicesequipment.
- Implements building maintenance and utility operations trainingprograms to ensure that all department personnel are thoroughlytrained in repair techniques and operating efficiencystandards.
- Works with Capital Facilities staff, and others as appropriate,to monitor installation of mechanical, electrical, and plumbingequipment and systems by both outside contractors and CCBCpersonnel to ensure compliance with College’s quality standards,conformity with specifications and proper operation.
- Acts as the on-site liaison with contractors for inspection orservice to building systems/equipment (i.e. elevator, sprinkler,fire alarm, etc.), as required. Coordinates the inspectionmaintenance on fire safety equipment.
- Monitors the operation in the use of the computerizedmaintenance management system (CMMS) to ensure that work requestsare completed on a timely basis and work performed is documented.Collects data and prepares reports relevant to work progress.
- Ensures positive customer and stakeholder relationships toinclude building effective formal and informal communicationchannels with stakeholders; soliciting information on needs, goals,and priorities and communicating with those who will be affected bychange.
- Provides effective human resources management for operation,including effectively managing annual evaluation process andcomplying with applicable EEO laws and policies; as well as,supervising union/non-union staff. Participates in recruitmentprocess to ensure vacancies are filled in a timely manner with thebest qualified applicant for the position. Ensures that the workenvironment provides respect for others, values inclusiveness,builds workforce diversity, and fosters cooperation and teamwork.Directly supervises the work of the Building & MaintenanceTechnicians and Utility Engineers, assists them withtechnical/staff/training issues, provides advice and direction toresolve problem areas, identify means of improvement and ensuresadherence with established performance and quality standards.
- Maintains a close, open communication and positive relationshipwith the department Building Services (custodial) and Groundsstaffs.
- Is considered an essential employee for the FacilitiesManagement department in regard to severe weather or significantcampus event.
- Participates in snow removal or duties as assigned in responseto college emergencies, as necessary and/or directed.
- Effectively performs in a service environment and follows allcounty, state, college, and departmental policies andprocedures.
