Work involves reviewing systems, procedures and operations to assist management in operating more efficiently and effectively. This position is responsible for coordinating the gathering, development, and documentation of user requirements; the review, assessment, and development of business processes; the validation of user acceptance testing; the performance of post-implementation support of systems; and research and special project support provided to users. Work also includes planning, developing and implementing Regulatory Services Division (RSD) program initiatives and action plans, providing consultative services and technical assistance to statewide program management staff, governmental agencies, community organizations, and/or the general public.
Knowledge of: local, state, and federal laws, requirements, and standards related to the health care facilities and providers regulated through the HHSC Regulatory Services Division program; software development life cycle and systems development life cycle concepts; business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources; and project management principles and practices.
Skill in: business analysis methodologies; analyzing and evaluating complex information technology programs, policies, and issues; and developing creative and workable solutions to complex problems and issues.
Ability to: analyze and interpret technical information including regulations, policies, and automation system documentation/specifications; communicate in writing; translate user/business needs into a technical style; communicate technical instructions to system users; analyze, evaluate, and integrate business rules into system requirements; exercise sound judgment in making critical decisions; communicate effectively; and supervise the work of others.
