Brief Job Description

This position is open to U.S. Citizens and permanent residents.


This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.


Works under the general supervision of the Public Health Application Product Delivery and Support Manager. Performs highly advanced, senior-level analysis and leads the development of system solutions that support complex business processes. Serves as a key customer interface for application-related activities and support, and oversees the work of functional analysts and programmers. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.


Performs highly advanced, senior-level analysis, design, development, deployment, and support of enterprise applications, with emphasis on cloud-based solutions, application modernization, system integration, automation, and secure software delivery.


Work involves planning, analyzing, architecting, designing, and developing user requirements, test plans and scripts, procedures, utility programs, charts, diagrams, tables, flowcharts, and related documentation. Responsibilities include troubleshooting and resolving issues, triaging tickets, developing code, testing and deploying solutions, and monitoring and maintaining servers. Effectively develops and communicates technical and system requirements, including SDLC-related information, to staff responsible for acquiring, developing, and implementing products and services. Interacts with customers to understand business needs and communicates technical solutions in terms customers can understand. Participates effectively in cross-functional teams. Work is performed under general supervision with moderate latitude for initiative and independent judgment. May train others.


This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.


Essential Job Functions (EJFs)


  • Oversees and develops enterprise applications, including system design, architecture, planning, production implementation, integration, and customer support for software systems and solutions, as well as existing production applications and new applications used statewide and across agencies. Drives the design, development, delivery, modernization, and integration of interfaces, system connectivity, and batch processes for new and existing applications. (40%)

  • Coordinates daily development activities, including coding, testing, and debugging programs that are in development or require support for issue resolution, performance improvements, or enhancements. Implements standards and procedures while coordinating the activities of programming staff. Coordinates staff, tasks, and schedules to develop, modify, and maintain customer software applications. Ensures development activities follow applicable security, accessibility, coding, testing, change management, and deployment standards. (20%)

  • Provides technical direction and guidance to technical staff on matters related to analysis and programming activities. Supports the development of business processes through analysis and design for interfaces with various external agencies and service providers. Implements specialized programs to support applications and defines testing processes to validate performance and stability. (20%)

  • Coordinates with staff, customers, and technical teams to develop and implement project plans, including schedules, staff assignments, analysis tasks, requirements gathering, gap analysis, design, development, testing, deployment and final delivery. Assists and coordinates with development staff to ensure adherence to agency standards, procedures, business policies, and implementing practices. (10%)

  • Other duties as assigned. (Note: For DSHS positions this includes but is not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.) (10%)


Knowledge, Skills And Abilities (KSAs)

Technical Knowledge


  • Knowledge of computer programming, systems analysis, computer operations, and programming languages.

  • Knowledge of IT service delivery methods for large enterprise environments.

  • Knowledge of SDLC phases, including scope, proposal, analysis, design, construction, testing, deployment, and support.

  • Knowledge of software architecture, system integration, databases, interfaces, cloud computing, and distributed application environments.


Technical Skills


  • Skilled in problem-solving, critical thinking, software development, and the effective use of computer hardware and software to design, develop, modify, and support enterprise applications.

  • Strong documentation skills, including the development and maintenance of workflows, data flow diagrams, technical specifications, design documents, user guides, and operational procedures.

  • Skilled in front-end and back-end software development using languages and tools such as Java, Microsoft .NET, C#, SQL, and PL/SQL.

  • Skilled in cloud computing, server administration, monitoring, and management, preferably Azure.

  • Skilled in CI/CD pipelines, deployments, automation tools, scripting, and operational monitoring.

  • Skilled in identifying security vulnerabilities and implementing security controls.

Initial Screening Criteria

Graduation from an accredited four-year college or university with major coursework in computer science, information systems, software engineering, or a related field is preferred.


Must have at least five years of experience in software development, including experience with multiple programming languages, relational databases, SQL, application integration, and cloud-based application development or support.


Experience with Java, Microsoft .NET, C#, SQL/PLSQL, Azure, CI/CD pipelines, automation tools, and enterprise application support is preferred.
