Job summary

The Texas Health and Human Services Commission (HHSC) is seeking a Systems Analyst IV to join the Chief Counsel's Office in Austin. The role focuses on database management, access control, and systems analysis to support OCC leadership and state operations.

As a full-time, exempt position with telework eligibility, you will collaborate across IT and legal teams to design functional specifications, implement improvements, and ensure data quality and secure access across OCC resources.

Brief Job Description

The Systems Analyst IV reports to the Director of the Strategic Operations Unit in the HHS Office of Chief Counsel (OCC). The position performs highly complex senior-level computer systems analysis work for OCC and its divisions, with emphasis on database management, access management, information management, system documentation, and process improvement. The position works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

This role coordinates with OCC leadership and staff, HHS IT, and other stakeholders to identify business and system requirements; develop functional design specifications; support secure and appropriate access to OCC information resources; and improve the organization, quality, usability, and reporting value of OCC data and information assets.

This position may be eligible for part-time telework. Please note, all HHS positions are subject to state and agency telework policies in addition to the discretion of the direct supervisor and business need. The on-site office location for this position is located at the HHSC North Austin Campus.

Essential Job Functions (EJFs)

EJF1 (30%): Database and information management. Designs, develops, maintains, and improves OCC databases and case management systems, data collection tools, tracking systems, dashboards, and reporting resources. Analyzes new or existing procedures, information systems, and data workflows for efficiency, accuracy, consistency, and effectiveness. Defines data elements, documents business rules, validates data quality, and prepares reports, tables, process maps, and recommendations to support OCC leadership decision-making and client communication.

EJF2 (20%): Access management and information governance. Coordinates and supports access management for OCC information resources, including SharePoint sites, Microsoft Teams workspaces, document libraries, databases, shared drives, dashboards, templates, and other internal information tools. Reviews access needs, maintains access records, supports role-based permissions, assists with onboarding and offboarding access changes, and helps ensure OCC information is organized, protected, and available to appropriate users.

EJF3 (20%): Systems analysis, requirements, and implementation support. Coordinates with users to identify system requirements, define business process needs, develop functional design specifications, and solve complex operational problems. Plans, schedules, tests, and supports implementation of new or revised systems, tools, workflows, and reporting processes. Prepares user instructions, job aids, diagrams, and process documentation describing logical operational steps and recommended solutions.

EJF4 (20%): Content management and user support. Develops, manages, and maintains OCC SharePoint content, Microsoft Teams channels, document libraries, legal templates, dashboards, forms, workflow tools, and other communication and information-sharing resources. Provides technical guidance to OCC staff on information tools, data entry standards, document organization, reporting processes, and use of Microsoft 365 tools.

EJF5 (10%): Coordination and special projects. Represents OCC in cross-division initiatives and working groups involving information systems, data management, access controls, reporting, and process improvement. Coordinates with HHS IT and other business partners on technical needs, system changes, access issues, and implementation planning. Performs special projects and other related work as assigned.

Knowledge, Skills, and Abilities (KSAs)

  • Access management, role-based permissions, information security practices, and records organization principles.
  • Microsoft 365 applications, including SharePoint, Teams, Forms, Excel, Power BI, Power Automate, and related workflow or reporting tools.

  • Government or legal office operations, including document management, confidentiality, and internal client service needs.

Registrations, Licensure Requirements, or Certifications

Coursework or certifications related to database management, SQL, data analytics, Microsoft 365, Power BI, Power Automate, or related information management tools is preferred.

Initial Screening Criteria

Experience performing systems analysis, database management, access management, information management, reporting, or business process improvement work. Experience using Microsoft 365 tools, including SharePoint, Teams, Excel, Forms, Power BI, or Power Automate. Experience in a legal, government, compliance, privacy, or records-focused setting preferred.
