NEW Solutions connects experienced workers (ages 55+) with the National Park Service (NPS). These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

Qualifications

Minimum of 20 year(s) of experience in NPS Park or Regional leadership roles OR BA/BS Degree with minimum additional experience of 15 year(s) OR Previously completed training in Facilitation and/or negotiation training

  • Experience representing an agency or organization at a senior level and communicating with elected officials and other federal agency staff, and other senior leaders. Though this position will not represent the government, they will advise senior leaders on effective options to achieve agency goals.
  • Experience required with Windows, MS Word, MS Excel, MS PowerPoint, MS Teams, MS Outlook
Duties

Provide leadership and management advice, analysis, and support to park leadership at ORPI and other border parks as needed for major, high-profile projects, ensuring the NPS can effectively manage land-use authorizations, protect resources, and engage strategically with Border Patrol and other stakeholders.

  • Provide advice, analysis and support on compliance for complex land management issues. Evaluate proposed actions for consistency with NPS policies, legal requirements, and resource-protection mandates. Prepare written analyses and recommendations to support informed decision-making by park leadership.15%
  • Assess and advise on agency strategies related to border security and resource protection Analyze how federal, Tribal, and local stakeholder actions intersect with NPS priorities. Recommend strategies for communication, negotiation, and interagency coordination to ensure meaningful NPS participation and balanced resource-protection outcomes.20%
  • Attend coordinating meetings with federal agency stakeholders and follow-up status meetings with NPS. Document discussions, prepare memoranda for record, and maintain a complete administrative record. Develop briefing papers, issue summaries, talking points, and stakeholder communication materials to support leadership in high-level discussions.35%
  • Identify risks, recommend mitigation strategies, and provide strategic leadership support. Evaluate potential impacts to natural and cultural resources, propose mitigation measures aligned with NPS mission and statutory obligations, and advise leadership on negotiation posture, long-term planning, and emerging issues. Track interagency commitments, monitor policy developments, and provide situational awareness to ensure continuity and informed decision-making.20%
  • Creates a system of record for all Border Patrol infrastructure and technology documents on NPS lands, categorizing each file as a Special Use Permit or Right-of-Way. Establishes organized, accurate, and compliant recordkeeping practices that support easy retrieval and regular auditing. Develops a tracking method that records expiration dates and identifies when renewal actions must begin. Proposes a database that provides regular status updates to leadership on active permits, expirations, and renewal timelines.10%

  • Air travel anticipated: Depending on enrollee location, air travel may be required
  • Physical requirements: The duties are largely of a sedentary nature, except for field visits. Field visits may involve brief periods of walking, largely on paved surfaces in developed areas.
