Job summary

National Experienced Workforce Solutions (NEW Solutions) seeks a Compliance Specialist to perform routine environmental compliance under NEPA for park operations and permits. The role supports the National Park Service through the ESP and coordinates with SMEs and agencies.

The ideal candidate has a BA/BS in a natural resource field and at least 10 years of NEPA experience, with strong MS Office/Adobe tools and the ability to work from a home or office setting. Overnight travel is possible.

  • BA/BS degree in Natural Resources, Biology, Hydrology, Environmental Protection or similar field with 10+ years NEPA compliance experience.

  • Position requires ability to work in office or home office with occasional travel.

Responsibilities

  • Performs routine environmental compliance under updated DOI NEPA regulations in support of park operations, permits, and infrastructure.
  • Enter compliance projects in databases, review proposals, provide NEPA comments, and coordinate with SMEs and agencies.
  • Track status of actions, meet deadlines, and maintain project files and NEPA-related documentation.

These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Duties

This position will be responsible for performing routine environmental compliance under the updated DOI NEPA regulations and procedures in support of park operations, permits (ROWs, SUPs, CUAs, etc), and critical infrastructure, safety, recreation, and low water projects that align with Secretarial Order 3426 and other Administration priorities.

  • Participates in project meetings, enters compliance projects into NPS compliance database and park level tracking systems, reviews project/permit proposals, provide NEPA comments in NPS compliance database, oversee internal reviews from SMEs, makes recommendations to NPS staff with environmental concerns, drafts NEPA documentation based on potential impacts to park resources and in accordance with updated regulations, drafts Biological Assessments (as needed), and prepares draft documents for consultation with FWS and other agencies60%
  • Helps track the status of environmental compliance actions by maintaining schedules, monitoring deadlines, organizing internal review comments, completing NEPA reviews by established deadlines, and updating project files and databases.20%
  • Coordinates with park Cultural Resource Program Manager/Section 106 Coordinator on compliance reviews and maintains communication and makes recommendations to Resources Division Chief on NEPA and related matters.10%
  • Remain current with changes to NEPA regulations and associated laws, policies, regulations, and NPS guidelines.10%

  • Overnight travel: 1-2 weeks per year
  • Air travel anticipated: 1-2 weeks per year to visit the park.
  • Physical requirements: The position is primarily stationary in an office or home office setting with extended periods sitting at a desk, working at a computer, and performing keyboarding and document-handling tasks. Position may involve brief field or outdoor exposure to typical park conditions, such as uneven terrain, variable weather, or short hikes to observe resources or facilities. Some lifting of materials, such as files, binders, or reference documents up to approximately 20 pounds may be necessary. Vision requirements include the ability to read printed materials and computer screens, hearing speech are needed for meetings, phone communications, and staff and customer interactions.
