Job summary

Virginia Department of Transportation is seeking a senior operations manager to lead the Area Headquarters maintenance program, ensuring schedules and budgets are met across assigned areas. You will oversee maintenance activities, direct pavement and sign marking crews, and coordinate with customers to resolve concerns.

The role requires strong data analysis, budget control, and leadership skills, with emphasis on safety, emergency readiness, and efficient inventory management across projects.

Qualifications

• Ability to analyze data to create and maintain reports and records.

• Ability to maintain accurate, up-to-date records for personnel, equipment and materials.
• Ability to read and interpret specifications, standards, MUTCD and related memos.

• Ability to supervise, evaluate and train staff.
• Considerable knowledge of roadway construction/maintenance and materials.
• Knowledge of inventory management practices.
• Knowledge of management principles, methods and procedures.
• Skill in organizing and planning work within a budget and developing cost estimates.
• Skill in providing and promoting good customer service.
• Skill in reading roadway/bridge construction plans and recordkeeping.
• Skill in using computers and software applications.

Responsibilities

• Budget and manage maintenance program expenditures within approved budgets.
• Direct user-facing complaint resolution and coordination with customers.
• Direct pavement and sign marking crews and review material quantities.
• Provide guidance for emergency maintenance operations and snow/hurricane readiness.
• Maintain IMS inventory, stock levels and procurement processes.
• Promote job safety and maintain a clean, safe work environment.
• Monitor contracts for compliance and prepare required reports.
