Qualifications

  • Ability to communicate effectively orally and in writing with the general public, property owners, contractors, and VDOT staff.
  • Ability to plan and coordinate resources, manage multiple projects and schedules; assess training needs and provide workforce development opportunities.
  • Ability to supervise and manage diverse staff by analyzing needs, identifying solutions, and implementing recommendations to support organizational values and goals.
  • Ability to understand, apply, and advocate for safety standards and procedures for implementation into the workforce.
  • Considerable knowledge of federal and state highway, transportation rules, regulations, and policies.
  • Considerable knowledge of inventory management.
  • Considerable knowledge of roadway construction and maintenance operations, equipment, materials, and techniques.
  • Skill in the use of computers and software applications.
  • Valid driver’s license.

Responsibilities

  • Budget Development and Management: Ensure financial resources are planned and expended to fulfill needs within budgetary limits, policies, procedures, and deadlines.
  • Communications: Respond to inquiries from internal and external customers, communicate with officials, citizens and media, and promote open communications.
  • Emergency Operations: Ensure staff are trained for emergency response, coordinate resource and equipment readiness, and conduct after-action reviews.
  • Environmental: Ensure timely submittal of documents and compliance with environmental permits and plans.
  • Equipment: Manage equipment resources, preventive maintenance, and asset replacement coordination.
  • Fiscal, Inventory, and Procurement: Oversee purchasing, inventory and accounts receivable, and ensure IMS goals are met.
  • Maintenance Operations Program Delivery: Manage maintenance staff, schedules, budgets, and compliance.
  • Pavement Management: Oversee resurfacing schedules, ride reviews, and timely submittals.
  • Workforce Safety: Lead safety programs, investigate incidents, and promote safety culture.
